North Augusta South Carolina's Riuelront MINUTES OF NNE 17.2019 Robert A. Pettit, Mayor J Robert Brooks, Councilmember Pat C. Carpenter, Councilmember Fletcher L. Dickert, Councilmember David W. McGhee, Councilmember Eric K Presnell, Councilmember Kevin W Toole, Councilmember ORDER OF BUSINESS CThe study session for the City Council meeting of the City of North Augusta of June 17, 2019, having been duly publicized, was called to order by Mayor Pettit at 6:05 p.m. in the Council Conference room on the third floor of the Municipal Center and adjourned at 7:00 p.m. Per Section 30-4-80(e) notice of the meetings by email was sent out to the current maintained "Agenda Mailout" list consisting of news media outlets and individuals or companies requesting notification. Notice of the meetings was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal Center located on the first floor, and the City of North Augusta website. Members present were Mayor Pettit and Councilmembers Brooks, Carpenter, Dickert, McGhee, Presnell, and Toole. Also in attendance were B. Todd Glover, City Administrator; Kelly F. Zier, City Attorney; Cammie T. Hayes, Director of Finance; Richard L. Meyer, Director of Parks, Recreation, & Tourism; John C. Thomas,Director of Public Safety; Thomas C. Zeaser, Director of Engineering and Public Works;James E. Sutton,Director of Public Works;Lillian E.(Libby)Hodges,Director of Planning and Development;J.D.McCauley,Manager of Human Resources;and Sharon Lamar, City Clerk. Members of the public and media were also in attendance. Before Council opened discussion of the evening's agenda, City Administrator, Todd Glover, introduced and welcomed the new Assistant City Administrator, Rachelle Moody. Ms. Moody brings over 12 years of public administration leadership experience,including her most recent role as Assistant to the City Administrator in the City of Cayce, South Carolina. She holds a Master of Public Administration O and a Bachelor of Science, Criminal Justice & Sociology from Wichita State University. Ms. Moody will begin serving the City of North Augusta,Monday, June 24,2019. City Administrator, Todd Glover, announced Dr. Sara Pizano with Team Shelter USA will visit the City on Monday, June 24" and conduct an assessment of the City's Animal Control Department. On Tuesday,June 25th Dr. Pizano will host a public meeting at 6:00 p.m. in Council Chambers to share her observations and best practices. She will suggest opportunities for growth and for gathering resources. The public is invited and encouraged to attend. ITEM 1 CITY COUNCIL AGENDA: Items on the June 17, 2019 Council Agenda — Council Discussion ITEM 2. PARKS RECREATION & TOURISM: Senior Adult Center — Council Discussion City Administrator, Todd Glover,updated Council on the search for appropriate space in the City to host a Senior Center. The Aiken Area Council on Aging(AACOA)requires that the designated space be available every week from 9:00 a.m. until 2:00 p.m. The AACOA will provide a lunch meal and site management each day. Initially the Community Center had been of primary consideration; however, after a review of that building's current demands to provide rental space for area civic clubs, businesses, and citizens groups that property has proven to not be viable. He O described another recently renovated 2800 square foot property that may meet the requirements for use as the Senior Center. This space is available of rent or even lease/purchase. The AACOA has not yet approved the aforementioned space. After input from Council,the City Administrator agreed to bring a resolution back to them in the near future for approval for a one year lease if the space is approved by AACOA. Council was in agreement that this initiative should be made a priority with the use of current Contingency funds. ITEM 3 PUBLIC SAFETY- Public Safety Station I—Council Discussion Mayor Pettit began by prefacing Council that usually this type of discussion item is taken into executive session since the City does not own one of the properties that is being discussed as a potential site for Public Safety Station I;however, he believed it was a good option at this time to discuss the possible locations, other than the "Flythe property," in a public setting to receive responses from many voices. City Administrator, Todd Glover, shared a Power Point slide presentation (ATTACHMENT #3) to review properties that have been considered. He pointed out each specific location and the reason(s) each was eliminated. The "Decision Tree" yielded only two appropriate sites to meet the coverage area requirements for the new station, the City- owned"Flythe Property" on Georgia Avenue and a privately owned property at Martintown Road and Clay Street. After the review, each Councilmember weighed in with his/her thoughts and opinion. The overall consensus was that the City must"Move On"and begin the building process. Mayor Pettit committed to bring back to Council the actions for approval that are necessary to re- Ozone the"Flythe Property"and move forward toward construction.
