REGULAR MEETING
The regular meeting the City Council of the City of North Augusta of June 3, 2019 having been
duly publicized,was called to order by Mayor Pro Tempore McGhee at 7:00 p.m. and adjourned at
7:27 p.m. Per Section 30-4-80(e) notice of the meeting by email was sent out to the current
maintained "Agenda Mailout" list consisting of news media outlets and individuals or companies
requesting notification. Notice of the meeting was also posted on the outside doors of the Municipal
Center, the main bulletin board of the Municipal Center located on the first floor, and the City of
North Augusta website.
Mayor Pro Tempore McGhee rendered the invocation and the Pledge of Allegiance.
Members present were Mayor Pro Tempore McGhee and Councilmembers Brooks, Carpenter,
Dickert,Presnell,and Toole. Mayor Pettit was absent.
Also in attendance were B.Todd Glover, City Administrator;Kelly F.Zier, City Attorney;Richard
CL. Meyer, Director of Parks, Recreation, & Tourism; John C. Thomas, Director of Public Safety;

The minutes of the regular meeting and study session of May 20, 2019 were approved by general
consent.
ITEM 5 PERSONNEL: Emplovee/Citizen Recognition—American Heart Association's
Heartsaver Hero Award to Public Safety Officer-Tommy Adams; Public Safety
Officer-Jesse Su es• Riverview Park Activities Center Member-Eddie Parker,
and Public Safety Animal Control Officer—Michael Strauss
The Executive Director of the local American Heart Association Chapter,Kayla Kranenberg,
presented the America Heart Association's Heartsaver Hero Award to the following City of North
Augusta employees and citizen for their outstanding response to an emergency situation that
occurred April 29,2019 at Riverview Park Activities Center:

CThe background narrative of events from Rick Meyer:
"Member Anthony Dennis was working out in the weight room and collapsed at approximately
3:35 p.m.this afternoon.Anthony is the caregiver for member Lisa McBride's handicapped son.
Lisa was in the weight room with Anthony.Lisa immediately dialed 911 and instructed one of our
volunteers to go for help. Our volunteer came up the stairs and found member Eddie Parker who
was walking towards the weight room and immediately he hustled to the scene and started CPR
on Anthony with Lisa's assistance. Our volunteer found Maintenance Foreman Mike Chavous
who retrieved the AED and brought it downstairs. During the CPR administered by Eddie,
Anthony was able to take some breaths on his own but then would stop breathing.
Public Safety Officers Jesse Suggs and Tommie Adams arrived on the scene at approximately
3:46 p.m. and took over CPR and connected the AED to Anthony. The officers per the AED
instructions administered 2 shocks to Anthony. PSO Mike Strauss arrived in time to lead the
ambulance to the basement door of the Activities Center. (Maintenance Foreman Mike Chavous
had taken his truck to the entrance for that purpose.)The EMTs appeared to stabilize Anthony's
condition and were able to transport him to the emergency room.
Eddie Parker, a 20-year veteran in the medical field,was the right man at the right place at the
right time.His efforts gave Anthony a chance to survive. Our staff was quick to respond but did
not need to do too much as Eddie and Lisa were awesome. Public Safety officers Jesse Suggs and
CTommie Adams were outstanding in taking over and using the AED correctly and perhaps saving

Anthony's life. Public Safety officer Mike Strauss is being commended as well for his efforts in
%W responding to the scene and providing assistance. "
ITEM 6. PARKS,RECREATION,& TOURISM: Ordinance No 2019-03—To
Exercise an Option to Purchase Property Formerly Known as North Augusta
Country Club and to Convey Title to Property owned by the City in Exchange
for Said Property, Ordinance, Third and Final Reading
On motion by Councilmember Brooks, second by Councilmember Dickert,Council
unanimously passed an ordinance on third reading to exercise an option to purchase
property formerly known as North Augusta Country Club and to convey title to
property owned by the City in exchange for said property.

ORDINANCE NO. 2019-03
AN ORDINANCE TO EXERCISE AN OPTION TO PURCHASE PROPERTY
FORMERLY KNOWN AS NORTH AUGUSTA COUNTRY CLUB AND TO
CONVEY TITLE TO PROPERTY OWNED BY THE CITY IN EXCHANGE
FOR SAID PROPERTY.

WHEREAS, in approximately the year 2000, Mayor and City Council determined
that additional recreational space was required to meet the needs of the increase in geographical size,
as well as population of the City; and,
WHEREAS, for a considerable period of time the matter was studied to include
attempts to expand Riverview Park; and,
WHEREAS,it was ultimately determined that there was not viable ability to expand
Riverview Park to provide for the increased needs and that it would be appropriate to attempt to provide
recreational opportunities located in a different area of the City; and,
WHEREAS, for a number of years the City considered several different parcels of
property to meet this need and ultimately determined that the best opportunity, at that time, involved
property located in Edgefield County, adjacent to Murrah Road and Five Notch Road; and
WHEREAS, from 2006 to 2009 the City acquired approximately 181.01±acres of
property in that area with the intention of ultimately developing a recreational facility at said site; and,
CWHEREAS,the general consensus of Mayor and City Council was that the location
was not ideal but appeared to be the best site available; and,

CWHEREAS, since the time of acquiring the Murrah Road/Five Notch Road
property,an additional site of a size that would meet the needs of the City has become available; and,
WHEREAS,the North Augusta Country Club property consisting of approximately
147.981 acres has been offered to the City, by the current owner, in exchange for the City deeding to
the Seller the Edgefield County property acquired previously; and,
WHEREAS, Mayor and City Council have determined that the North Augusta
Country Club Property is in a much better geographical location to address the recreational needs of
the community and that the exchange of the properties is in the best interest of the City.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and City Council of the
City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof,that:
1. The City Administrator is authorized to exercise the Option that has been
obtained from DWT Properties,LLC providing for an exchange of properties as
outlined above.
2. That following the exercise of the Option, the City Administrator is authorized
to move forward with such actions as necessary to closeout this transaction, to
C include executing a deed conveying the 181.01± acres of property, owned by
the City,to DWT Properties, LLC. in exchange for the City receiving a deed to
147.98± acres consisting of the majority of the property formally known as
North Augusta Country Club.
This Ordinance shall become effective immediately upon its adoption on the third
and final reading.

C ITEM 7 COMMUNITY PROMOTION: Scoliosis Early Detection Awareness Month,June
2019-Proclamation
Mayor Pro Tempore David McGhee proclaimed the month of June as Scoliosis Early Detection
Awareness month in the City of North Augusta. Recipient of the Girl Scout Gold Award,Elisabeth
Harkins, was in attendance to receive the proclamation.

Chapter 6, Articles II, IV, and V of the City Code of the City of North Augusta,
South Carolina.

ordinance to amend Chapter 6,Articles II, V, and IV of the City Code of the City of
North Augusta was unanimously passed on first reading. Director of Engineering and
Public Works,Tom Zeaser,provided the background and summary of the proposed
changes.

ITEM 9 ECONOMIC DEVELOPMENT: Resolution No. 2019-16—Establishing and
Agreeing to Participate in the Lower Savannah Council of Governments HOME
Consortium FY 2019-2021
On motion of Councilmember Presnell, second by Councilmember Carpenter, Council
approved the resolution to establish and agree to participate in the Lower Savannah
Council of Governments HOME Consortium for FY 2019-2021. There were no
dissenting votes.

THE LOWER SAVANNAH REGIONAL HOME CONSORTIUM
WHEREAS, the Congress of the United States has enacted the Cranston-Gonzales
National Affordable Housing Act of 1990 (hereinafter the "Act') which created the HOME
Investment Partnerships Program(hereinafter the"HOME"Program)to provide funds to states and
C local governments for affordable housing assistance with the flexibility to decide what kind of
housing assistance or mix of housing assistance is most appropriate for local needs; and

WHEREAS, the City of North Augusta, South Carolina has affordable housing
needs; and
WHEREAS, the City of North Augusta, South Carolina desires to increase
affordable housing opportunities for its present and future residents, particularly for very low-

WHEREAS, the City of North Augusta, South Carolina desires to enter into
affordable housing development activities which are directed toward the above general purposes,
and for those reasons,wishes to seek such federal funding as may be available to it pursuant to the
Act; and
WHEREAS, the City of North Augusta, South Carolina desires to enter into the
affordable housing activities and has determined that joint action with other units of local
governments that choose to participate in accordance with the "Inter-Governmental Agreement
Establishing the Lower Savannah Regional HOME Consortium" the terms of which are
incorporated by reference and such relevant HUD regulations and requirements as may now or
hereafter be in effect would benefit the City of North Augusta, South Carolina; and
BE IT FUTHER RESOLVED that City Administrator, Todd Glover, of the City of
North Augusta, South Carolina is hereby authorized to sign the `Inter-Governmental Agreement
Establishing the Lower Savannah Regional HOME Consortium FY 2019-2021 on behalf of the

ITEM 10. PLANNING & DEVELOPMENT: Resolution No.2019-17—Authorizimr the
City Administrator to Provide a Letter of Support for the Planning and
Development Department's Transportation Alternative Program Application
to the South Carolina Department of Transportation for Expansion of the
Knobcone Avenue Sidewalk

C With a motion of Councilmember Presnell, second by Councilmember Brooks, Council
unanimously approved a resolution to authorize the City Administrator to provide a letter of
support for the Planning and Development Department's Transportation Alternative Program
application to the South Carolina Department of Transportation for expansion of the Knobcone
Avenue sidewalk.
Councilmember Presnell and Councilmember Dickert expressed their support for this resolution
and commented on the benefit the sidewalk extension will have for the students at Paul Knox
Middle School and North Augusta High School. Councilmember Carpenter asked about the
timeline for completion. Director of Planning and Development, Libby Hodges, explained that
the City would submit the application. If the application is approved,then the City would prepare
the RFP to solicit bids for the work to select a contractor.

WHEREAS,the Department of Planning and Development intends to submit an
C application to the South Carolina Department of Transportation(SCOOT) for a Transportation
Alternative Program (TAP)project to extend the Knobcone Avenue sidewalk; and
WHEREAS,the Knobcone Avenue sidewalk expansion is intended to provide pedestrian
connectivity to Paul Knox Middle School and North Augusta High School; and
WHEREAS,the Transportation Alternative Program provides reimbursement grants for
approved federally-funded community-based projects including streetscaping projects; and
WHEREAS,the City Engineer has provided a cost estimate of$252,495 for the
improvements;and
WHEREAS,the Federal government will pay for up to eighty percent of eligible project
costs and City of North Augusta would be responsible for a local match of twenty percent or
more; and
WHEREAS, local governments are eligible to apply for Transportation Alternatives
Funding and the SCOOT has instructed the City of North Augusta to write letters expressing
support of the application.
NOW THEREFORE BE IT RESOLVED by the Mayor and City Council for the City of
North Augusta, in meeting duly assembled and by the authority thereof,that the City
OAdministrator is hereby authorized to take such steps as necessary to write a letter of support to

PROCLAMATION
WHEREAS, scoliosis, the abnormal curvature of the spine, is a condition
which affect an estimated 6 to 9 million people in the United States; and
WHEREAS,primary onset ofscoliosis is between ages 10 to 15 with females
being five times more likely to require treatment, and scoliosis can cause pain, reduced
respiratory function, and limited mobility in otherwise-healthy children„ and approximately
1 in 6 children diagnosed with this disease will eventually require active medical treatment
and,
WHEREAS, screening programs allow for early detection and for treatment
opportunities which may alleviate the worst effects ofthe condition which has no known cause
or cure; and
WHEREAS, raising public awareness of scoliosis is vital, helping children,
parents, and health care providers understand, diagnose, and treat this disease and reduce
the pain and suffering of those it affects.

Sec. 6-33.-Variations and modifications.
(a) The building codes board of appeals, when so appealed to and after a
hearing, may vary the application of any provision of these codes to any
particular case when, in its opinion,
