PERSONNEL: Employee Recognition-American Heart Association's Heartsaver Hero Award The Executive Director of the local American Heart Association Chapter, Kayla Kranenberg,will present the America Heart Association's Heartsaver Hero Award to the following City of North Augusta employees and citizen for their outstanding response to an emergency situation that occurred April 29,2019 at Riverview Park Activities Center: Public Safety Corporal-Tommy Adams Public Safety Officer—Jesse Suggs Riverview Park Activities Center Member—Eddie Parker Public Safety Animal Control Officer—Michael Strauss The background narrative of events from Rick Mever "Member Anthony Dennis was working out in the weight room and collapsed at approximately 3:35 p.m. this afternoon.Anthony is the caregiver for member Lisa McBride's handicapped son.Lisa was in the weight room with Anthony. Lisa immediately dialed 911 and instructed one of our volunteers to go for help.Our volunteer came up the stairs and found member Eddie Parker who was walking towards the weight room and immediately he hustled to the scene and started CPR on Anthony with Lisa's assistance. Our volunteer found Maintenance Foreman Mike Chavous who retrieved the AED and brought it downstairs.During the CPR administered by Eddie,Anthony was able to take some breaths on his own but then would stop breathing. Public Safety Officers Jesse Suggs and Tommie Adams arrived on the scene at approximately 3:46 p.m. and took over CPR and connected the AED to Anthony.The officers per the AED instructions administered 2 shocks to Anthony. PSO Mike Strauss arrived in time to lead the ambulance to the basement door of the Activities Center.(Maintenance Foreman Mike Chavous had taken his truck to the entrance for that purpose.)The EMTs appeared to stabilize Anthony's condition and were able to transport him to the emergency room. Eddie Parker,a 20-year veteran in the medical field,was the right man at the right place at the right time. His efforts gave Anthony a chance to survive.Our staff was quick to respond but did not need to do too much as Eddie and Lisa were awesome. Public Safety officers Jesse Suggs and Tommie Adams were outstanding in taking over and using the AED correctly and perhaps saving Anthony's life. Public Safety officer Mike Strauss is being commended as well for his efforts in responding to the scene and providing assistance." May 31, 2019 UNFINISHED BUSINESS ITEM 6. NOTES ATTACHMENT#6 ORDINANCE NO.2019-03 AN ORDINANCE TO EXERCISE AN OPTION TO PURCHASE PROPERTY FORMERLY KNOWN AS NORTH AUGUSTA COUNTRY CLUB AND TO CONVEY TITLE TO PROPERTY OWNED BY THE CITY IN EXCHANGE FOR SAID PROPERTY. WHEREAS, in approximately the year 2000, Mayor and City Council determined that additional recreational space was required to meet the needs of the increase in geographical size,as well as population of the City; and, WHEREAS, for a considerable period of time the matter was studied to include attempts to expand Riverview Park; and, WHEREAS, it was ultimately determined that there was not viable ability to expand Riverview Park to provide for the increased needs and that it would be appropriate to attempt to provide recreational opportunities located in a different area of the City; and, WHEREAS, for a number of years the City considered several different parcels of property to meet this need and ultimately determined that the best opportunity, at that time, involved property located in Edgefield County, adjacent to Murrah Road and Five Notch Road; and WHEREAS, from 2006 to 2009 the City acquired approximately 181.01± acres of property in that area with the intention of ultimately developing a recreational facility at said site; and, WHEREAS, the general consensus of Mayor and City Council was that the location was not ideal but appeared to be the best site available; and, WHEREAS, since the time of acquiring the Murrah Road/Five Notch Road property,an additional site of a size that would meet the needs of the City has become available; and, WHEREAS, the North Augusta Country Club property consisting of approximately 147.98±acres has been offered to the City, by the current owner, in exchange for the City deeding to the Seller the Edgefield County property acquired previously; and, WHEREAS,Mayor and City Council have determined that the North Augusta Country Club Property is in a much better geographical location to address the recreational needs of the community and that the exchange of the properties is in the best interest of the City. NOW, THEREFORE,BE IT ORDAINED by the Mayor and City Council of the City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof,that: 1. The City Administrator is authorized to exercise the Option that has been obtained from DWT Properties, LLC providing for an exchange of properties as outlined above. 2. David W.McGhee,Mayor Pro Tempore ATTEST: Sharon Lamar,City Clerk ATTACHMENT #10 RESOLUTION NO. 2019-17 AUTHORIZING THE CITY ADMINISTRATOR TO PROVIDE A LETTER OF SUPPORT FOR THE PLANNING AND DEVELOPMENT DEPARTMENT'S TRANSPORTATION ALTERNATIVE PROGRAM APPLICATION TO THE SOUTH CAROLINA DEPARTMENT OF TRANSPORTATION FOR EXPANSION OF THE KNOBCONE AVENUE SIDEWALK WHEREAS,the Department of Planning and Development intends to submit an application to the South Carolina Department of Transportation(SCDOT)for a Transportation Alternative Program (TAP)project to extend the Knobcone Avenue sidewalk; and WHEREAS,the Knobcone Avenue sidewalk expansion is intended to provide pedestrian connectivity to Paul Knox Middle School and North Augusta High School; and WHEREAS,the Transportation Alternative Program provides reimbursement grants for approved federally-funded community-based projects including streetscaping projects; and WHEREAS,the City Engineer has provided a cost estimate of$252,495 for the improvements; and WHEREAS,the Federal government will pay for up to eighty percent of eligible project costs and City of North Augusta would be responsible for a local match of twenty percent or more; and WHEREAS, local governments are eligible to apply for Transportation Alternatives Funding and the SCDOT has instructed the City of North Augusta to write letters expressing support of the application. NOW THEREFORE BE IT RESOLVED by the Mayor and City Council for the City of North Augusta, in meeting duly assembled and by the authority thereof, that the City Administrator is hereby authorized to take such steps as necessary to write a letter of support to the SCDOT expressing the interest of the City of North Augusta in expanding the Knobcone Avenue sidewalk.
