Dickert, Councilmember Kenneth McDowell, Councilmember David W McGhee, Councilmember ORDER OF BUSINESS REGULAR MEETING The regular meeting the City Council of the City of North Augusta of April 15, 2019,having been duly publicized,was called to order by Mayor Pettit at 6:32 p.m. and adjourned at 6:59 p.m. Per Section 30-4-80(e)notice of the meeting by email was sent out to the current maintained"Agenda Mailout" list consisting of news media outlets and individuals or companies requesting notification. Notice of the meeting was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal Center located on the fast floor, and the City of North Augusta website. Mayor Pettit rendered the invocation and the Pledge of Allegiance. Members present were Mayor Pettit and Councilmembers Adams, Brooks, Carpenter, Dickert, McDowell,and McGhee. Also in attendance were B. Todd Glover, City Administrator; Kelly F. Zier, City Attorney; Cammie T. Hayes, Director of Finance; Richard L. Meyer, Director of Parks, Recreation, & Minutes of Regular Meeting of April 15,2019 C Tourism; John C. Thomas, Director of Public Safety; Thomas C. Zeaser, Director of Engineering and Public Works; James E. Sutton, Director of Public Services; Lillian E. (Libby) Hodges, Director of Planning and Development; J. D. McCauley, Manager of Human Resources; and Sharon Lamar, City Clerk. Members of the public and media were also present. The minutes of the regular meeting and study session of April 1, 2019 were approved by general consent. ITEM 5: PERSONNEL: Employee of the Ouarter—JanuaryFebruary. and March 2019—Jason Shealy,Utility Technician with the Department of Public Services Mayor Pettit recognized the employee of the quarter for January, February, March 2019, Jason Shealy,Utility Technician with the Department of Public Services. Jason started his employment with the City of North Augusta on April 24,2013. Jason has been responsible for the upkeep and maintenance of the 22 pumping stations for the last six years. His responsibility involves being on call 24 hours per day, 7 days a week, every other week. During this six-yew period he has never failed to respond to any call from these automated stations no matter the time or day. He has used his technical expertise to many areas of the city that has resulted in savings of money and time. The use of innovative repair procedures suggested by Jason at three of the city's lift stations has v saved the Utilities Division close to $8,000 in repair costs. The hard work, dedication, and technical expertise of Jason Shealy is representative of the best the City of North Augusta has to offer. Jason Shealy is a tremendous asset to the Public Services Department and the City of North Augusta workforce. He was awarded a plaque, a $25 gift certificate to Your Pie, and a$25 gift card to Wal-Mart. ITEM 6: ENGINEERING AND PROPERTY MAINTENANCE• Resolution No. 2019- 13 -A Resolution Accepting the Donation of Planter Boxes from Between the Edges Lawn Care and Landscaping,Inc. for Use in the Riverside Village Development On motion by Councilmember Carpenter, second by Councilmember Brooks, Council considered the approval of a resolution to receive the donation of planter boxes from Between the Edges Lawn Care and Landscaping, Inc. for use in the Riverside Village Development. There were no public comments. Council passed the resolution with no dissenting votes. The resolution text is as follows. FOR USE IN THE RIVERSIDE VILLAGE DEVELOPMENT WHEREAS,Between the Edges Lawn Care& Landscaping, Inc. wishes to donate six new,unused decorative planter boxes,reported to be valued at$13,700.00,to the City of North Augusta for use in a public space;and WHEREAS, the City's Engineering and Property Maintenance have identified suitable locations for these planters within the Center Street Median in Riverside Village and recommend acceptance of these items. NOW THEREFORE BE IT RESOLVED that the Mayor and City Council in meeting duly assembled and by authority thereof, on behalf of the citizens of North Augusta, gratefully accepts the donation of these planter boxes. BE IT FURTHER RESOLVED that the City Council wishes to express sincere appreciation to Between the Edges Lawn Care & Landscaping, Inc., and its owners, Tonya and Jeremy Kelley, for this contribution toward helping to build North Augusta's quality of life that is Oenjoyed by all citizens of the community. PARKS,RECREATION& TOURISM: Resolution No.2019-14 . A Resolution Authorizing Funding for the Rehabilitation and Resurfacing of Portions of the Greeneway On motion by Councilmember Dickert, second by Councilmember McDowell, Council considered a resolution to authorize funding for the rehabilitation and resurfacing of portions of the Greeneway. The funding for this project was not expended in the 2018 budget and not listed in the 2019 budget. The funds are to match a grant that was awarded to the Park, Recreation and O Tourism department. The Greeneway resurfacing will begin new Center Street and continue to the northern side of the Riverview Park Activity Center. Councilmember Dickert encouraged the department to continue to seek additional grants to rehabilitate more of the Greeneway. Councilmember McDowell suggested that public notice be issued when the work begins to inform citizens of any closures. There were no public comments. The resolution was approved unanimously. RESOLUTION NO. 2019-14 AUTHORIZING FUNDING FOR THE REHABILITATION AND RESURFACING OF PORTIONS OF THE GREENEWAY WHEREAS,the Department of Parks,Recreation and Tourism applied for,and was awarded a grant from the State of South Carolina Department of Parks, Recreation and Tourism Recreation Trails Program,in the amount of$100,000,to re-surface/re-pave a portion of the North Augusta Greeneway; and WHEREAS, the adopted 2018 Annual Municipal Budget included $25,000 matching funds in the Riverfrom/CC Redevelopment Fund; and WHEREAS, the adopted 2019 Annual Municipal Budget included an additional $35,000 in the Riverfront/CC Redevelopment Fund for"Greenway Paving Upgrade". NOW THEREFORE BE IT RESOLVED by the Mayor and City Council for the City of North Augusta, in meeting duly assembled and by the authority thereof, that the total project budget shall be$160,000 with$60,000 funded by the Riverfront/CC Redevelopment Fund and$100,000 to be reimbursed by SCPRT. Citizen Comments: Please see the attached Speaker Form completed for the April 15, 2019 Council meeting. Elizabeth Jones, 1 Hammond Place Court, North Augusta, SC (written comments are attached) B. Council Comments: Councilmember Carpenter agreed with Ms. Jones that there is a need in North Augusta for activities for seniors. Councilmember McDowell reminded Council that North Augusta Forward has had a purpose to provide activities for seniors as part of their mission for quite a while. City Administrator, Todd Glover, shared that he has a meeting scheduled this week to meet with the Aiken Council on Aging. Councilmembers Dickert and Carpenter congratulated Jason Shealy on his award of Employee of the Quarter. Councilmember Dickert also encouraged forward progress on the Downtown Greeneway Connector. The Mayor announced a Mayor's Prayer Breakfast is scheduled for Thursday, May 2, The National Day of Prayer. The breakfast will be held at the Crowne Plaza Hotel at 7:30 a.m. Tickets are $15.00 and can be purchased from the Finance Cashier in the Municipal Building. Local churches and businesses are being asked to consider sponsoring a table of eight to help defray the cost. The theme is"Commtmity,of Faith—Working together to Overcome Barriers." The speaker will be Dr. W. Franklin Evans, President of Voorhees College in Denmark, South Carolina. Mayor Pettit then shared that Senator Tom Young announced in a recent email that SCOOT has completed a traffic study of the Bergen Road and Martintown Road Intersection. It has been determined that a traffic light is needed and warranted. SCDOT is looking for funding alternatives and potential timelines for the work. The Mayor also reported that the comment period for the New Savannah Bluff Lock and Dam will conclude on April 16. A joint response from the City of North Augusta and Augusta- Richmond County will be delivered that afternoon. The response also includes a letter signed by Georgia and South Carolina senators and congressmen. I come before you this evening to advocate for the use of an under-used facility in North Augusta(the community center at 495 Brookside Avenue)and request on behalf of senior citizens that this facility be used as a dedicated senior center to serve older adults in North Augusta. What we are requesting will require careful planning, financial support from the City and partnerships from the community. The commission will serve as an advocacy group to identify aging issues and resources in North Augusta We are requesting Council forth an adhoc planning committee formed of citizens and Parks and Recreation staff.This group would identify resources needed and develop a timeline/implementation plan for the senior center. • It would be great if each council member would recommend a person to serve. • This is the 2•s time 1 have come before you as an advocate for senior services in North Augusta. It is my understanding that we do have some senior services in place. What we are asking for encompasses much more—services that accommodate senior citizens from 60+and older,from the very active to the frail elderly. 1 started a conversation on social media and 38 North Augustan have stepped up to assist with forming and serving as volunteers,as advocates and serving on this Council. • Case for support: According to the National Council on Aging,a quality senior center should he a vibrant,action-packed combination of local fitness center,job and volunteering headquarters, transportation hub and tasty dining locale. • 16.1 %of our population is age 65+. Most people who use senior centers are ages 50 and over. Approximately 70%of senior center participants are women. Three-quarters visit their senior centers one to three times per week and spend an average of 3.3 boors per visit.
