ORDER OF BUSINESS
REGULAR MEETING
The regular meeting of February 18, 2019, having been duly publicized, was called to order by
Mayor Pettit at 7:00 p.m. and adjourned at 7:26 p.m. Per Section 30-4-80(e)notice of the meeting
by email was sent out to the current maintained "Agenda Mailout" list consisting of news media
outlets and individuals or companies requesting notification. Notice of the meeting was also
posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal
Center located on the first floor,and the City of North Augusta website.
Mayor Pettit rendered the invocation and led in the Pledge of Allegiance.
Members present were Mayor Pettit and Councilmembers Adams, Brooks, Carpenter, Dickert,
McDowell, and McGhee.
Also in attendance were B. Todd Glover, City Administrator; Kelly F. Ziff, City Attorney;
Cammie T. Hayes, Director of Finance; Richard L. Meyer, Director of Parks, Recreation, &

C Tourism; John C. Thomas,Director of Public Safety; Thomas C. Zeaser, Director of Engineering
and Public Works;J.D.McCauley,Manager of Human Resources;and Sharon Lamar,City Clerk.
The minutes of the regular meeting and study session of February 4, 2019 were approved by
general consent.
ITEM 5. PERSONNEL: George A.Shaw,II—Retirement—Recognition of Service to
the City of North Augusta
George started his career with Public Safety in May of 1990, where he worked for the next 29
years. For the first 10 years of his career he worked on a shift and in 2000, he was assigned to
the Criminal Investigations Division. George worked as General Investigator until 2001, when
he was assigned to work Narcotics. In 2010, George was promoted to Corporal and worked as a
General Investigator until he was promoted to Sergeant where he then supervised the division. In
2013, George was promoted to Lieutenant and continued to supervise the division until his
retirement on January 11, 2019. George was also instrumental in the department receiving its
National Accreditation as one of the Accreditation Team members. George is married to Lisa,
and they have three children,Swab,Jessica,and Clay and two grandchildren,Audrey and Wesley.
ITEM 6. PERSONNEL: Denver C. McKenzie - Retirement—Recognition of Service
Cto the City of North Augusta
Denver McKenzie started his career with the City of North Augusta on February 4, 1998 in the
Utility Department as a Heavy Equipment Operator. Denver continued working within the Utility
Department until June of 2004 at which time he was promoted to Vehicle Operator 2 and proceeded
to work at the Material Recovery Facility. Denver was then promoted on January 2008 to Vehicle
Operator 3 operating Class A vehicles for the City of North Augusta. Denver continued his
employment at the Material Recovery Facility until his retirement on December 31,2018. Denver
worked for the City of North Augusta for almost 20 years hauling over 8,000 loads to and from
the landfill safely. Denver, while an outstanding employee, was a great mentor to his peers and
was exceptional in training other employees on safe operation of heavy equipment and vehicles.

On motion to approve by Councilmember Dickert, second by Councilmember Carpenter,
C Council unanimously approved a resolution to accept a petition for annexation of.63 +/-
acres of property located at 1015 Reams Road and owned by Kenneth A.Newsome.

CPublic comments were made by the following:

Brett Carter, 1009 Reams Road,North Augusta, South Carolina
Neighboring property owners expressed concern that there is currently no access to this
property from Reams Road. City Attorney, Kelly Zier,explained that it is the property
owner's responsibility to settle any ease of access issues. Council only considers
annexation based on the property being contiguous to the corporate limits of the City.

TO ACCEPT A PETITION FOR ANNEXATION
OF f.63ACRES OF PROPERTY LOCATED
AT 1015 REAMS ROAD
AND OWNED BY KENNETH A.NEWSOME
WHEREAS, Section 5-3-150(3) of the Code of Laws of the State of South Carolina
C provides that: "Notwithstanding the provisions of subsections (1) and (2) of this section, any area or
property which is contiguous to a municipality may be annexed to the municipality by filing with the
municipal governing body a petition signed by all persons owning real estate in the area requesting
annexation. Upon the agreement of the governing body to accept the petition and annex the area, and the
enactment of an ordinance declaring the area annexed to the municipality,the annexation is complete";and
WHEREAS,the governing body of the City of North Augusta determines it to be in the
best interest of the City to accept a petition for annexation attached hereto dated February 5,2019.
The property sought to be annexed is described as follows:
All that piece, parcel, or lot of land with the improvements thereon, situate, lying
and being just outside the City of North Augusta, Aiken County, South Carolina,
containing 0.63 acres as shown on a plat prepared by Joe L. Grant„ RLS, dated
February 23, 1977 and recorded in the Aiken County RMC Office in Misc. Book
230, page 56. For a more specific description, reference should be made to the
aforesaid plat which is made a part and parcel hereof.
Being the identical premises conveyed to Kenneth A. Newsome by deed recorded
in Aiken County RMC Office in Deed Book 4759,pages 988-1003.

The property to be annexed is also shown on a map identified as `Exhibit A"titled "Map
Cof Property Sought to be Annexed to the City of North Augusta"dated
February 6,2019 and prepared by the City of North Augusta.

CNOW, THEREFORE BE IT RESOLVED by the Mayor and City Council of the City of
North Augusta in meeting duly assembled and by the authority thereof that the Petition to annex the property
described herein is hereby accepted.

COn motion by Councilmember McDowell, second by Councilmember McGhee, Council
considered an ordinance on first reading to change the corporate limits of the City of
North Augusta by annexing .63 +/- acres of property located at 1015 Reams Road and
owned by Kenneth A.Newsome.
The ordinance passed on first reading with unanimous vote of Council.

BY ANNEXING

annexation has been reviewed for consistency with the Future Land Use Classification of the
properties as specified in the Land Use Element of the North Augusta 2017 Comprehensive Plan;
NOW, THEREFORE, BE IT ORDAINED by the Mayor and City Council of the
City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof
that:
I. The following described property shall be annexed into the City of North Augusta:
All that piece, parcel, or lot of land with the improvements thereon, situate, lying
and being just outside the City of North Augusta, Aiken County, South Carolina,
containing 0.63 acres as shown on a plat prepared by Joe L. Grant, RLS, dated

III. All ordinances or parts of Ordinances in conflict herewith are,to the extent of such
conflict,hereby repealed.
IV. This Ordinance shall become effective immediately upon its adoption on third and
final reading.

On motion by Councilmember Brooks, second by Councilmember Carpenter, Council
unanimously passed an ordinance on second reading to change the corporate limits of the
City of North Augusta by annexing .63 +/- acres of property located at 1015 Reams Road
and owned by Kenneth A.Newsome.
Please see item number 7B for the ordinance text.
Councilmember McDowell explained to the citizens present that the third and final reading
of the ordinance would take place at the next Council meeting. Further comments could
be considered at that time.

CCouncilmember Dicker:asked for an update on the status of Fire Station 1. The
Chair responded that Council will be asked to vote its decision soon.
Councilmember Dickert also inquired about the status of Council's next vision-
casting planning meeting. The Chair shared that plans were underway for the
next Envision meeting to complete the City's Vision.
Mayor Pettit recognized Boy Scout Troop 7 that was in attendance at the
meeting and invited the young men to come forward to speak with
Councilmembers following the adjournment.
