REGULAR MEETING
The regular meeting of November 19, 2018, having been duly publicized, was called to
order by Mayor Pettit at 7:05 p.m. and adjourned at 8:10 p.m. Per Section 30-4-80(e) notice
of the meeting by email was sent out to the current maintained "Agenda Mailout" list
consisting of news media outlets and individuals or companies requesting notification.
Notice of the meeting was also posted on the outside doors of the Municipal Center, the
main bulletin board of the Municipal Center located on the first floor, and the City of Nort h.
Augusta website.
Mayor Pettit rendered the invocation and led in the Pledge of Allegiance.
Members present were Mayor Pettit and Councilmembers Adams, Brooks, Carpenter,
Dickert, McDowell and McGhee.
Also in attendance were B. Todd Glover, City Administrator; Kelly F. Zier, City Attorney;
Cammie T. Mayes, Director of Finance; Richard L. Meyer, Director of Parks, Recreation, &
Tourism; John C. Thomas, Director of Public Safety; Thomas C. Zeaser, Director of
Engineering and Public Works; Lillian E. (Libby) Hodges, Director of Planning and
Development; and J. D. McCauley, Manager of Human Resources.
The minutes of the regular and study session minutes of November 5, 2018, and special
called meeting minutes of November 12, 2018, were approved by general consent.
ITEM 1. FINANCE: Ordinance No. 2018-09 — Adopting a Budget for Fiscal
Year 2019 Containing Estimates of Proposed Revenues
and Expenditures by the City of North Augusta, South
Carolina, for the Budget Year Beginning January 1,
2019, and Declaring that same shall Constitute the
Budget of the City of North Augusta for such Budget
Year—Ordinance, Third and Final Reading - Tabled
On motion by Mayor Pettit, second by Councilmember Carpenter, Council
unanimously tabled Ordinance No. 2018-09.

ITEM 3. EASEMENT: Ordinance No. 2018-11 — An Ordinance Granting
Easements to Wide Open West, Inc. for Placement of
Facilities Related to the Construction of Riverside
Village at Hammond's Ferry — Ordinance, Third and
Final Reading
On motion by Councilmember Carpenter, second by Councilmember
McGhee, Council unanimously adopted an ordinance on third and final
reading granting easements to Wide Open West, Inc. for placement of
facilities related to the construction of Riverside Village at Hammond's
Ferry.

ITEM 4. ANNEXATION: Property Located on Pisgah Rd., Aiken County Tax

On motion by Councilmember Dickert, second by Councilmember
McDowell, Mayor and Council unanimously passed a resolution accepting an
annexation petition of Forrest T. and Felix D. McKie in which they request
the annexation of 1.72+ acres of property located on Pisgah Rd., Tax Parcel
Numbers 005-19-06-003 and 005-19-06-002.

TO ACCEPT A PETITION FOR ANNEXATION
OF±1.72 ACRES OF PROPERTY LOCATED
ON PISGAH ROAD
AND OWNED BY FORREST AND FELIX MCKIE
WHEREAS, Section 5-3-150(3) of the Code of Laws of the State of South
Carolina provides that: "Notwithstanding the provisions of subsections (1) and (2) of
this section, any area or property which is contiguous to a municipality may be annexed
to the municipality by filing with the municipal governing body a petition signed by all
persons owning real estate in the area requesting annexation. Upon the agreement of the
governing body to accept the petition and annex the area, and the enactment of an
ordinance declaring the area annexed to the municipality, the annexation is complete";
and
WHEREAS, the governing body of the City of North Augusta determines it
to be in the best interest of the City to accept a petition for annexation attached hereto dated
November 19, 2018.
The property sought to be annexed is described as follows:
ALL those certain pieces, parcels, or tracts of land, with all improvements
thereon, situate, lying and being in the City of North Augusta, County of
Aiken, State of South Carolina, being shown and designated as containing
1.59 acres and 0.13 acres on the west side of Five Notch Road at Pisgah and
on the east side of Georgia-Florida Railroad Caper House #535 as recorded in
the Office of the RMC for Aiken County, South Carolina.
LESS AND EXCEPTING THEREFROM the 0.17 tract as conveyed to the
South Carolina Department of Transportation by Deed of G.O. McKie, Jr.,
recorded April 11, 2012, in Book 4400, page 1848, aforesaid records.
Being the same property conveyed to George O. McKie by Deed of Central
of Georgia Railroad Company dated October 26, 1971, and recorded
November 13, 1971, in Book 439, page 207, aforesaid records.
This being the identical lands conveyed to Felix D. and Forrest T. McKie by
deed recorded in the Office of the Register of Deeds for Aiken County in
Deed Book 4462, page 297.

the City of North Augusta, South Carolina, in meeting duly assembled and by the authority
thereof that:
I. The following described property shall be annexed into the City of North
Augusta:
ALL those certain pieces, parcels, or tracts of land, with all
improvements thereon, situate, lying and being in the City of North
Augusta, County of Aiken, State of South Carolina, being shown and
designated as containing 1.59 acres and 0.13 acres on the west side of
Five Notch Road at Pisgah and on the east side of Georgia-Florida
Railroad Caper House #535 as recorded in the Office of the RMC for
Aiken County, South Carolina.
LESS AND EXCEPTING THEREFROM the 0.17 tract as conveyed
to the South Carolina Department of Transportation by Deed of G.O.

and prepared by the City of North Augusta.
III. All ordinances or parts of Ordinances in conflict herewith are, to the extent of
such conflict, hereby repealed.
IV. This Ordinance shall become effective immediately upon its adoption on
third and final reading.

Proclamation
Mayor Pettit proclaimed December 7, 2018 as Arbor Day in the City of North
Augusta.

ARBOR DAY PROCLAMATION
WHEREAS, in 1872, 1 Sterling Morton proposed to the Nebraska Board of
Agriculture that a special day be set aside for the planting of trees; and
WHEREAS, the holiday, called Arbor Day, was first observed with the planting of
more than a million trees in Nebraska; and
WHEREAS, Arbor Day is now observed throughout the nation and the world; and
WhIEREAS, trees can reduce the erosion of our precious topsoil by wind and water,
lower our heating and cooling costs, moderate the temperature, clean the air, produce oxygen and
provide habitat for wildlife; and
WHEREAS, trees are a renewable resource giving us paper, wood for our homes,
fuel for our fires and countless other wood products; and
WHEREAS, trees in our City increase property values, enhance the economic
vitality of business areas, and beau!fy our community;and
WHEREAS, trees, wherever they are planted, are a source of joy and spiritual
renewal.
NOW THEREFORE, I, Robert A. Pettit, Mayor of the City of North Augusta, South
Carolina, do hereby proclaim December 7, 2018, as "Arbor Day" in North Augusta, South
Carolina, and urge all citizens to celebrate Arbor Day and to support efforts to protect our trees and
woodlands, and further, I urge all citizens to plant and care for trees to gladden the heart and
promote the well-being of this and future generations.

bond referendum in the City of North Augusta, South Carolina; and matters
related thereto.

RESOLUTION NO. 2018-27
A RESOLUTION TO DECLARE THE RESULT OF A BOND
REFERENDUM HELD IN THE CITY OF NORTH
AUGUSTA, SOUTH CAROLINA; AND MATTERS
RELATED THERETO.
Section 1 Findings of Fact
WHEREAS, the City Council (the "City Council") of the City of North Augusta,
South Carolina (the "City"), pursuant to Ordinance No. 2018-07 of the City Council (the
"Ordinance"), ordered a bond referendum to be held in the City of North Augusta on
November 6, 2018;
WHEREAS, the Boards of Voter Registration and Elections of Aiken County and
Edgefield County conducted a referendum in the City in accordance with the Ordinance on
November 6, 2018 (the "Referendum") where the ballot question attached at Exhibit A (the
"Question") was submitted to the qualified electors of the City; and
WHEREAS, the Aiken County Board of Canvassers and the Edgefield County Board
of Canvassers have provided, and the City Council has received, the official returns of the
Referendum, which official returns establish that the Referendum was in favor of the
Question.
Section 2 Declaration of Result; Deferral of Finding Pursuant to Section 1.01(9) of the
Ordinance
Declaration of Result. City Council hereby declares that the result of the Referendum
was in favor of the Question, there having been 5,393 votes cast in favor of the Question and
2,689 votes cast in opposition to the Question. Copies of the official returns, as provided by
the Boards of Canvassers, are attached at Exhibit B.
Deferral of Finding and Direction. This resolution is not intended to and does not
constitute the resolution contemplated at the last sentence of Section 1.01(9) of the
Ordinance. The findings required and direction to the Authorized Officers (as defined in the
Ordinance) to provide for the issuance of the bonds contemplated to be made in the last
sentence of such Section 1.01(9) shall be set forth in a separate resolution.
Section 3 Effective Date
This resolution shall be effective on the date of adoption hereof by City Council.

ITEM 11. ZONING: Ordinance No. 2018-14 — An Ordinance to Amend the Zoning

Family Trust, and Located Along Austin Graybill Road
Between Orchard Way and Fox Trail Drive, Aiken County Tax
Parcel # 011-05-01-001 from R-10, Medium Lot Residential to
R-5, Mixed Residential—Motion to Receive
On motion by Councilmember Carpenter, and second by Councilmember
McGhee, and upon receipt of the Planning Commission recommendation (7-0
vote) that City Council recommend the rezoning request of the property as
proposed, City Council unanimously approved the motion to receive.

On motion by Councilmember Carpenter, second by Councilmember McDowell,
Council considered an ordinance on first reading to amend the Zoning Map of the
City of North Augusta, South Carolina by rezoning ±67.57 acres of land owned
by the Summers Family Trust and located along Austin Graybill Road Between
Orchard Way and Fox Trail Drive, and identified as Aiken County Tax Parcel
#011-05-011-001, from R-10, Medium Lot Residential to R-5, Mixed Residential.
A motion to table was made by Councilmember McDowell; but failed for lack of
a second.
A vote was then taken on the ordinance on first reading. Voting for the ordinance
were: Mayor Pettit and Councilmembers Adams, Brooks, Carpenter, and
McGhee. Voting against the ordinance on first reading were Councilmembers
Dickert and McDowell. The ordinance passed on first reading with a 5/2 vote.

#011-05-01-001, FROM R-10, MEDIUM LOT RESIDENTIAL, TO R-5, MIXED
RESIDENTIAL.

WHEREAS, on December 17, 2007, by Ordinance 2007-22, the North Augusta
City Council adopted the North Augusta Development Code and a citywide Zoning Map which
is consistent with the City's North Augusta 2017 Comprehensive Plan; and
WHEREAS, pursuant to Section 5.3, North Augusta Development Code, the
North Augusta Planning Commission may recommend amendments to the Zoning Map,
provided such amendments are consistent with the City's North Augusta 2017 Comprehensive
Plan; and
WHEREAS, the North Augusta Planning Commission, following an October 18,
2018, public hearing, reviewed, considered the amendment to the Zoning Map and recommended
said amendment to the City Council for approval.
NOW THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY
COUNCIL OF THE CITY OF NORTH AUGUSTA, SOUTH CAROLINA, IN MEETING
DULY ASSEMBLED AND BY THE AUTHORITY THEREOF, THAT:
L The property owned by the owned by CSRA Development, LLC, and located
along Austin Graybill Road, between Orchard Way and Fox Trail Drive, Aiken
County Tax Parcel #011-05-01-001, from R-10, Medium Lot Residential, to R-5,
Mixed Residential.
IL Said property being officially rezoned to the classification R-5, Mixed
Residential, more specifically in accordance with the map attached hereto as
Exhibit "A," the official Zoning Map of the City of North Augusta is to be so
amended.
III. All ordinances or parts of Ordinances in conflict herewith are, to the extent of
such conflict, hereby repealed.
IV. This Ordinance shall become effective immediately upon its adoption on third and
final reading.
