FINANCE: Proposed Annual Consolidated Budget for Fiscal Year 2019 The public hearing of October 15, 2018, having been duly publicized, was called to order by Mayor Pettit at 7:00 p.m. The purpose of the public hearing was to receive comments from the citizens of North Augusta pertaining to the proposed Consolidated Budget for Fiscal Year 2019. Members present were Mayor Pettit and Councilmembers Adams, Brooks. Carpenter, and Dickert. Councilmembers McDowell and McGhee were absent. Also in attendance were B. Todd Glover. City Administrator; Cammie T. Hayes, Director of Finance; Richard L. Meyer, Director of Parks, Recreation, & Tourism; John C. Thomas, Director of Public Safety: Thomas C. Zeaser, Director of Engineering and Public Works; James E. Sutton, Director of Public Services; Lillian E. (Libby) Hodges, Director of Planning and Development; J. D. McCauley, Manager of Human Resources; and Donna B. Young, City Clerk. The following citizens commented: Minutes of Public Hearing and Regular Meeting of 10/15/18 Perry Holcomb, 1891 Green Forrest Drive, North Augusta, SC Elizabeth Jones, 1 Hammond Place Court, North Augusta, SC The meeting was adjourned at 7:28 p.m. ORDER OF BUSINESS REGULAR MEETING The regular meeting of October 15, 2018, having been duly publicized, was called to order by Mayor Pettit at 7:29 p.m. and adjourned at 7:55 p.m. Per Section 30-4-80(e) notice of the meeting by email was sent out to the current maintained "Agenda Mailout" list consisting of news media outlets and individuals or companies requesting notification. Notice of the meeting was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal Center located on the first floor, and the City of North Augusta website. Mayor Pettit rendered the invocation and led in the Pledge of Allegiance. Members present were Mayor Pettit and Councilmembers Adams, Brooks. Carpenter, and Dickert. Councilmembers McDowell and McGhee were absent. Also in attendance were B. Todd Glover, City Administrator; Cammie T. Hayes, Director of Finance: Richard L. Meyer, Director of Parks, Recreation, & Tourism; John C. Thomas, Director of Public Safety; Thomas C. Zeaser, Director of Engineering and Public Works; James E. Sutton, Director of Public Services; Lillian E. (Libby) Hodges, Director of Planning and Development; J. D. McCauley, Manager of Human Resources; and Donna B. Young, City Clerk. The minutes of the regular and study session minutes of October 1, 2018, and study session minutes of October 5, 2018 (Envision 2018B) were approved by general consent. ITEM I. PERSONNEL: Em lo ees of the luarter Jul Au list and Se tember 2018 — Jose Villatoro, Crew Leader, and Susan Reynolds, Maintenance Worker II for the De artment of Parks Recreation, and Tourism Mayor Pettit recognized the employees of the quarter for July, August, September 2018. Jose Villatoro, Crew Leader, and Susan Reynolds, Maintenance Worker II for the Department of Parks, Recreation, and Tourism. There are 2 winners this quarter because Jose and Susan are truly a team effort that keeps the Riverview Park Activities Center so clean. They have endured the long months of construction of the new gym additions. During this period of construction our members and guests had to enter the building from the Greeneway on the basement level bringing additional dirt and dust into the building on a daily basis. This entrance also enabled many non-members to Minutes of Public Hearing and Regular Meeting of 10/15/18 frequent the building using restrooms and touring the building leaving their tracks in the halls. The Activities Center continued to host tournaments, facility rentals, meetings, and visits during this time and Jose and Susan worked extra hard to be sure the facility was clean and presentable. On June 11, 2018 Jose and Susan inherited an additional 27,500 square feet of Riverview Park Gym Additions to their cleaning responsibilities. The gym additions brought 2 large gyms, bleachers, concourse, hallways, office space, and 25 additional toilets to clean. Our team continues to go about their business with a positive can do attitude making sure the entire facility is always looking good! Another strong point of emphasis for Jose and Susan is to make sure the Activities Center looks like a million bucks when the Nike Peach Jam rolls into town and again when it leaves. Our team understands what it takes to prepare each year for this event and what it takes to clean up afterwards. All you have to do is to look at the shining tile floors, clean carpet, and clean restrooms. Most of our guests are in disbelief that the original building is 25 years old and that is largely in part to the efforts of Jose and Susan. Jose and Susan are also 2 of our best customer service representatives. They are always willing to listen and offer their assistance to members and guests when needed. Jose and Susan are now working with their 3rd special needs volunteer in the last 5 years. Both of them have the heart, kindness, firmness, and love to make this arrangement work for the good of the individual and our facility. Jose started his employment with the City of North Augusta on April 6, 2005 as a Grounds Worker I, was promoted to Grounds Worker III on January 25, 2006, and promoted to Crew Leader of the Activities Center on February 8, 2008. Susan began her employment with the City of North Augusta as Housekeeper for the Parks, Recreation, & Tourism Department on March 27, 2013. She was promoted to Maintenance Worker II on April 22, 2015. Jose Villatoro and Susan Reynolds are a tremendous asset to the Department of Parks, Recreation, & Tourism and the City of North Augusta workforce. Congratulations to Jose and Susan, our employees of the third quarter of 2018. Mayor Pettit presented them with tokens of appreciation from the City. Minutes of Public Hearing and Regular Meeting of 10/15/18 ITEM 2. FINANCE: Ordinance No. 2018-09 — Adopting a Budget for Fiscal Year 2019 Containin. Estimates of Prolosed Revenues and Expenditures by the City of North Augusta, South Carolina, for the Budget Year Beginning January 1, 2019, and Declaring that same shall Constitute the Budget of the City of North Augusta for such Budget Year — Ordinance, First Reading On motion by Councilmember Dickert, second by Councilmember Brooks, Council considered an ordinance on first reading to adopt the proposed Fiscal Year 2019 Consolidated Budget. On motion by Mayor Pettit, second by Councilmember Carpenter, a motion to amend the 2019 Budget as follows was made: In the General Fund. In Revenues: • Reduce Account Number 10-3300-071 (Public Safety) from $166,070 to $146,521. In Expenditures: • Reduce by $1 14,671 Multiple Account Numbers in 4100-Series"(Public Safety) • Add $52,500 to Account 4065-385 (Property maintenance) for air injector equipment for tree maintenance • Add $23,700 to Account 4065-108 (Property Maintenance) to correct the insurance expense allocation • Add $18,922 to Account 4010-290 (Administration) to increase the contingency account and balance the budget." The motion to amend passed unanimously. Vote was then taken on the motion to adopt the ordinance on first reading, as amended, adopting the proposed Fiscal Year 2019 Consolidated Budget. ORDINANCE NO. 2018-09 ADOPTING A BUDGET FOR FISCAL YEAR 2019 CONTAINING ESTIMATES OF PROPOSED REVENUES AND EXPENDITURES BY THE CITY OF NORTH AUGUSTA, SOUTH CAROLINA, FOR THE BUDGET YEAR BEGINNING JANUARY 1, 2019, AND DECLARING THAT SAME SHALL CONSTITUTE THE BUDGET OF THE CITY OF NORTH AUGUSTA FOR SUCH BUDGET YEAR Minutes of Public Hearing and Regular Meeting of 10/15/18 WHEREAS, in accordance with the Laws of South Carolina, and the Ordinance of the City of North Augusta, the City Administrator must prepare and submit to the City Council a Balanced Budget for the next budget year to begin on January 1, 2019,and end on December 31, 2019; and WHEREAS, a public hearing has been held on said budget, as required by law. NOW. THEREFORE BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF NORTH AUGUSTA, SOUTH CAROLINA, IN MEETING DULY ASSEMBLED AND BY THE AUTHORITY THEREOF, THAT: Section 1. The City Council hereby adopts the 2019 Fiscal Year Budget, incorporated by reference as though it were set out herein in its entirety, for the conduct of the business of the municipal government of North Augusta for the budget year, January 1, 2019, to December 31, 2019. Section. II. The transfer of budgeted amounts between functional areas of expenditures or expenses shall be approved by City Council; however, transfers of budgeted line items within the functional areas of expenditures or expenses not to exceed $5,000, may be approved by the City Administrator as long as total expenditures or expenses do not exceed appropriations in the functional area. Management can also over expend appropriations, with the City Administrator's approval, at the line item and department level, as long as the total expenditures or expenses do not exceed appropriations of the functional area. Functional areas are: General Government; Public Safety; Public Works; Recreation and Parks; Sanitation Services; Storrnwater Utility; and Public Utilities. Section ill. The Mayor cr City Administrator may authorize the expenditure of an amount not to exceed $500 at any one time from the Council Contingencies Account without prior approval of the City Council provided that any such expenditure is reported in the minutes of the next Council meeting. Section IV. The City Council must approve expenditures from the Sales Tax I Fund, the Sales Tax II Fund, Sales Tax III Fund, the Street Improvements Fund, the Transportation Improvement Fund, the Community Development Fund, the Capital Projects Fund, the Riverfront/Central Core Development Fund, the Public Utilities Depreciation Fund, the Public Utilities Contingent Fund, Public Utilities Construction Fund, Tax Increment Financing Fund, the Savannah Bluff Lock and Dam Utility Fund, the North Augusta Public Facilities Corporation Fund, the Firemen's Fund, and the Recreation Fund unless otherwise previously budgeted. Section V. The City Administrator may execute all necessary documents relating to the lease purchase financing of equipment specifically authorized and identified in the 2019 Budget. The financial institution selected for 2019 lease purchase financing shall be selected based upon competitive bidding in conformance with the City's purchasing procedures. Section VI. All Ordinances or parts of Ordinances in conflict herewith are, to the extent of such conflict, hereby repealed. Minutes of Public Hearing and Regular Meeting of 10!15118 Section VII. This Ordinance shall become effective immediately upon its adoption on third and final reading. FINANCE: Ordinance No. 2018-10 — Levying the Annual Tax on Property in the City of North Augusta, South Carolina, for the Fiscal Year Beginning January 1, 2019, and Ending December 31., 2019—Ordinance, First Reading On motion by Councilmember Carpenter, second by Councilmember Brooks, Council unanimously passed an ordinance on first reading an ordinance establishing the tax rate on all taxable property within the City of North Augusta for the Fiscal Year 2019. The period for which the tax levy is due on all taxable property, except for motorized vehicles, shall be from January 1, 2018, to December 31, 2018. The period for which the tax levy is due for all motorized vehicles which are required to be licensed by Section 53-3-110, Codes of Laws of South Carolina, shall be from January 1, 2019, to December 31, 2019. The tax levy imposed upon all taxable property shall be 73.50 mills. STREETS AND DRAINS: Resolution No. 2018-24 — Accepting a Deed of Dedication for a Sanitary Sewer Line and Associated Easement from Walnut Lane Investments, LLC On motion by Councilmember Carpenter, second by Councilmember Dickert, Council unanimously passed a resolution accepting a Deed of Dedication for a sanitary sewer line, and associated easement from Walnut Lane Investments, LLC. The resolution text is as follows: RESOLUTION NO. 2018-24 ACCEPTING A DEED OF DEDICATION FOR A SANITARY SEWER LINE AND ASSOCIATED EASEMENT FROM WALNUT LANE INVESTMENTS, LLC WHEREAS, site plan approval for Walnut Corner was granted to Walnut Lane Investments, LLC, on .tune 14, 2017; and WHEREAS, in accordance with policy, the City agreed to accept ownership and maintenance responsibility for the sanitary sewer system, upon its completion; and WHEREAS, the City Engineer has made final inspection of the sanitary sewer lines and related appurtenances, and found that this system meets the City's standards.
