Dickert, Councilmember Kenneth I McDowell, Councilmember David if McGhee, Councilmember ORDER OF BUSINESS REGULAR MEETING The regular meeting of October 1, 2018, having been duly publicized, was called to order by Mayor Pettit at 7:00 p.m. and adjourned at 7:20 p.m. Per Section 30-4-80(e) notice of the meeting by email was sent out to the current maintained "Agenda Mailout" list consisting of news media outlets and individuals or companies requesting notification. Notice of the meeting was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal Center located on the first floor, and the City of North Augusta website. Mayor Pettit rendered the invocation and led in the Pledge of Allegiance. Members present were Mayor Pettit and Councilmembers Adams. Brooks, Carpenter, Dickert, McDowell, and McGhee. Also in attendance were B. Todd Glover, City Administrator; Kelly F. Zier, City Attorney; Cammie T. Hayes, Director of Finance; Richard L. Meyer, Director of Parks, Recreation, & Tourism; John C. Thomas, Director of Public Safety; Thomas C. Zeaser, Director of Engineering Minutes of Regular Meeting of 10/01/18 and Public Works; James E. Sutton, Director of Public Services; Lillian E. (Libby) Hodges, Director of Planning and Development; and J. D. McCauley, Manager of Human Resources. The minutes of the regular and study session minutes of September 17, 2018, were approved by general consent. ITEM 1. PERMITS: Resolution No. 2018-23 - A Resolution to Authorize the Issuing of a Parade Permit to North Augusta Lions Club to Conduct the 2018 Christmas Parade on Sunday, December 2, 2018 On motion by Councilmember Carpenter, second by Councilmember McGhee, Council unanimously passed a resolution to authorize the issuing of a parade permit to North Augusta Lions Club to conduct the 2018 Christmas Parade on Sunday, December 2, 2018. The resolution text is as follows: Please note that all complete exhibits and attachments are available in the Office of the City Clerk. RESOLUTION NO. 2018-23 TO AUTHORIZE THE ISSUING OF A PARADE PERMIT TO NORTH AUGUSTA LIONS CLUB TO CONDUCT THE 2018 CHRISTMAS PARADE ON SUNDAY, DECEMBER 2. 2018 WHEREAS, North Augusta Lions Club has requested a permit to hold a Christmas Parade to celebrate the Christmas Season; and WHEREAS, the request is to hold the parade on December 2, 2018 with the lineup of the parade beginning on Martintown Road, between Knox Avenue and Georgia Avenue. The parade will then proceed on Georgia Avenue beginning at Martintown Road, traveling South and will disperse at Buna Vista Avenue; and WHEREAS, the parade will utilize the roadway as identified above with side roads blocked by Public Safety personnel, with spectators on either side of the parade route; and WHEREAS, the parade will involve the usage of the lineup area and parade route from approximately 10:00 AM until 4:00 PM; and WHEREAS, the Mayor and City Council has reviewed the request and finds that the parade permit applied for, at the time requested and upon the roadways as indicated, is not detrimental to the health, safety, welfare or convenience of the residents of the City and, in fact, will benefit the public; and WHEREAS, such request has been timely made and complies with the Code of Ordinances for the City of North Augusta. Minutes of Regular Meeting of 10/01/18 NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of North Augusta,-South Carolina, in meeting duly assembled and by the authority thereof, that the request for a permit is approved as follows: 1. TIME: Approx. 10:00 AM until 4:00 PM 2. DATE: December 2, 2018 3. LOCATION: Martintown Road, between Knox Avenue and Georgia Avenue, as well as Georgia Avenue beginning at Martintown Road, traveling South to Buena Vista Avenue. 4. SPECIAL CONDITIONS: The parade will utilize the public roadways which will be blocked for any other vehicular traffic, to include side roads entering into the parade route, by Public Safety personnel. Spectators will be allowed to assemble on either side of the roadway along the parade route. 5. I refer to the Status Reports of 1/2/18 and 9/17/18. There were 7 Greenstone projects in both reports stating that"TBA"was the Developer for each. a) What communications are the City having with Greenstone about these continuing postponements in developments agreed to in the MDA? b) For the Senior Living project,the MDA states that Greenstone or their appointee is to be the developer for this project. In both status reports,the developer is listed as"TBA." The estimated completion date is also listed as"TBA i) Why this change from the MDA? ii) When was it made? iii) By whom? iv) How can a public document be changed without notification of the public? 2. The estimated completion date for the Stadium Parking Deck is listed on the latest status report as"Apr-18." How can that be so when groundbreaking on that project hasn't even begun? 3. Why has the retail/restaurant project's estimated completion date been changed to Apr- 19/Sep-19? Why the 5-month spread? "Why is"N/A"listed as the construction% complete" when it's actually zero? Has a restaurant operator been secured as yet? 4. According to the latest status report,the city has spent$55,205,000 on PJ/RV development. Greenstone has spent$0 according to the report. Why? 5. In the graph the Mayor provided earlier this year plotted revenues from and expenditures on the PJ/RV project. Were any funds from the Series 2017B bonds included in the revenues? 6. Assuming there will be no revenues from the Greenstone projects in 2019,how much city revenues will be lost as a result? How does the city plan to meet the$3+M debt service on those bonds in 2019? 8. I request a list showing the amounts and sources of city revenues from PJ/RV projects for the period 01/01/2018 through 09/30/2018. H.
