Whinghter, Councilmember ORDER OF BUSINESS REGULAR MEETING The regular meeting of November 5, 2012, having been duly publicized, was called to order by Mayor Jones at 7:00 p.m. Mayor Jones rendered the invocation and led in the Pledge of Allegiance. Members present were Mayor Jones and Councilmembers Adams, Baggott, Carpenter, McDowell, Whinghter, and Shealy. Also in attendance were B. Todd Glover, City Administrator; Kelly F. Zier, City Attorney; John P. Potter, Jr., Director of Finance; Richard L. Meyer, Director of Parks, Recreation, and Leisure Services; Scott L. Sterling, Interim Director of Planning and Economic Development; John C. Thomas, Director of Public Safety; Thomas C. Zeaser, Director of Engineering and Public Works; James E. Sutton, Deputy Director of Public Services; Diana H. Miller, Manager of Human Resources; and Donna B. Young, City Clerk. The minutes of the regular and study session meetings of October 15, 2012, were approved by general consent. Minutes of Regular Meeting of 11/05/12 ITEM 1. YOUTH APPRECIATION: Recognition of Participants Monday, November 5, 2012, was the annual Youth Appreciation Day sponsored by the North Augusta Optimist Club in cooperation with the City and North Augusta High School. This is an occasion on which seniors from North Augusta High School are selected to participate as honorary City officials. A reception honoring the students and their families followed the meeting. FINANCE: Amendment of the Business License Ordinance Provisions for Insurance Companies—Ordinance, Third and Final Reading On motion by Councilmember Shealy, second by Councilmember Adams, Council unanimously adopted on third and final reading an ordinance to amend the Business License Ordinance Provisions for Insurance Companies. This Minutes of Regular Meeting of 11/05/12 ordinance is as a result of legislation passed in the 2012 session of the South Carolina General Assembly. FINANCE: Custom Street Light Fees, Fiscal Year 2013 — Ordinance, Second Reading On motion by Mayor Jones, second by Councilmember Carpenter, Council unanimously passed on second reading an ordinance changing the custom street light fee from $1.65 per month to $2.05 per month to be imposed upon each residential customer located within a subdivision of the City served by decorative street lights. This custom street light fee will become effective for all bills rendered on or after January 1, 2013. Please see the minutes of October 15, 2012, for the ordinance text. ITEM 4. FINANCE: Proposed Annual Consolidated Budget for Fiscal Year 2013 — Ordinance, Second Reading On motion by Councilmember Baggott, second by Councilmember Whinghter, Council unanimously passed an ordinance on second reading to adopt the proposed Fiscal Year 2013 Consolidated Budget. Please see the minutes of October 15, 2012, for the ordinance text. ITEM 5. FINANCE: Taxes, Fiscal Year 2013 —Ordinance, Second Reading On motion by Councilmember McDowell, second by Councilmember Carpenter, Council unanimously passed on second reading an ordinance establishing the tax rate on all taxable property within the City of North Augusta for the Fiscal Year 2013. The period for which the tax levy is due on all taxable property, except for motorized vehicles, shall be from January 1, 2012, to December 31, 2012. The period for which the tax levy is due for all motorized vehicles which are required to be licensed by Section 53-3-110, Codes of Laws of South Carolina, shall be from January 1, 2013, to December 31, 2013. The tax levy imposed upon all taxable property shall be 74.21 mills. Revenues from 66.40 mills shall go to the General Fund. Revenues from 7.81 mills shall go to the Capital Projects Fund. PUBLIC SAFETY: Fire Protection Rates and Procedures — Ordinance Second Reading On motion by Mayor Jones, second by Councilmember McDowell, Council unanimously passed on second reading an ordinance amending the Code of Laws for the City of North Augusta, South Carolina and establishing the procedure and rates for the City of North Augusta to provide fire protection pursuant to contract for properties lying outside of the City limits of North Augusta. UTILITIES: Water Rate Adjustment—Ordinance, Second Reading On motion by Mayor Jones, second by Councilmember Baggott, Council unanimously passed on second reading an ordinance establishing water service charges by revising Section 14-25, Entitled "Water Rate Schedule-Generally," of the City Code of the City of North Augusta, South Carolina. The City of North Augusta's proposed rate adjustment would become effective with bills rendered on or after January 1, 2013. Please see the minutes of October 15, 2012, for the ordinance text.
