PUBLIC HEARING
ITEM 1. FINANCE: Proposed Annual Consolidated Budget for Fiscal Year
2019
A public hearing has been scheduled and duly advertised for October 15,
2018, at 7:00 P.M. in the Council Chambers on the third floor of the North
Augusta Municipal Center located at 100 Georgia Avenue. An ordinance
adopting the budget is scheduled for first reading on October 15, second
reading on November 5, and third and final reading on November 19,
2018.
The purpose of the hearing is to receive comments from the citizens of
North Augusta pertaining to the proposed Consolidated Budget for Fiscal
Year 2019.
Please see ATTACHMENT "PH" for the text of the public hearing
notice as published on October 4, 2018.
REGULAR COUNCIL MEETING
ITEM 5. PERSONNEL: Employees of the Quarter, July, August, and
September, 2018 —Jose Villatoro, Crew Leader, and
Susan Reynolds, Maintenance Worker II for the
Department of Parks, Recreation, and Tourism
The City of North Augusta Employee Recognition Committee would like
to recognize the employees of the quarter for July, August, September
2018, Jose Villatoro, Crew Leader, and Susan Reynolds, Maintenance
Worker II for the Department of Parks, Recreation, and Tourism.
October 12, 2018
There are 2 winners this quarter because Jose and Susan are truly a team
effort that keeps the Riverview Park Activities Center so clean. They have
endured the long months of construction of the new gym additions. During
this period of construction our members and guests had to enter the
building from the Greeneway on the basement level bringing additional
dirt and dust into the building on a daily basis. This entrance also enabled
many non-members to frequent the building using restrooms and touring
the building leaving their tracks in the halls. The Activities Center
continued to host tournaments, facility rentals, meetings, and visits during
this time and Jose and Susan worked extra hard to be sure the facility was
clean and presentable.
On June 11, 2018 Jose and Susan inherited an additional 27,500 square
feet of Riverview Park Gym Additions to their cleaning responsibilities.
The gym additions brought 2 large gyms, bleachers, concourse, hallways,
office space, and 25 additional toilets to clean. Our team continues to go
about their business with a positive can do attitude making sure the entire
facility is always looking good!
Another strong point of emphasis for Jose and Susan is to make sure the
Activities Center looks like a million bucks when the Nike Peach Jam rolls
into town and again when it leaves. Our team understands what it takes to
prepare each year for this event and what it takes to clean up afterwards.
All you have to do is to look at the shining tile floors, clean carpet, and
clean restrooms. Most of our guests are in disbelief that the original
building is 25 years old and that is largely in part to the efforts of Jose and
Susan.
Jose and Susan are also 2 of our best customer service representatives.
They are always willing to listen and offer their assistance to members and
guests when needed. Jose and Susan are now working with their 3`d
special needs volunteer in the last 5 years. Both of them have the heart,
kindness, firmness, and love to make this arrangement work for the good
of the individual and our facility.
Jose started his employment with the City of North Augusta on April 6,
2005 as a Grounds Worker I, was promoted to Grounds Worker III on
January 25, 2006, and promoted to Crew Leader of the Activities Center
on February 8, 2008.
Susan began her employment with the City of North Augusta as
Housekeeper for the Parks, Recreation, & Tourism Department on March
27, 2013. She was promoted to Maintenance Worker II on April 22, 2015.
Jose Villatoro and Susan Reynolds are a tremendous asset to the
Department of Parks, Recreation, & Tourism and the City of North
Augusta workforce.

Congratulations to Jose and Susan, our employees of the third quarter of
2018. Mayor Pettit will present them with tokens of appreciation from the
City.

ITEM 7. FINANCE: Ordinance No. 2018-10 — Levying the Annual Tax on
Property in the City of North Augusta, South Carolina,
for the Fiscal Year Beginning January 1, 2019, and
Ending December 31, 2019—Ordinance, First Reading
An ordinance has been prepared for Council's consideration on first
reading establishing the tax rate on all taxable property within the City of
North Augusta for the Fiscal Year 2019.
The period for which the tax levy is due on all taxable property, except for
motorized vehicles, shall be from January 1, 2018, to December 31, 2018.
The period for which the tax levy is due for all motorized vehicles which
are required to be licensed by Section 53-3-110, Codes of Laws of South
Carolina, shall be from January 1, 2019, to December 31, 2019.
The tax levy imposed upon all taxable property shall be 73.50 mills.

CITY OF NORTH AUGUSTA - 2019 BUDGET HEARING
Pursuant to Section 6-1-80 of the South Carolina Code of Laws, public notice is hereby
given that the Mayor and City Council of the City of North Augusta will hold a public hearing on
the Municipal Budget for Fiscal Year 2019. The public hearing will be held in the Council
Chambers in the North Augusta Municipal Center, 100 Georgia Avenue, on Monday, October
15, 2018, beginning at 7:00 P. M. All citizens will have an opportunity during the hearing to ask
questions concerning the 2019 Municipal Budget as well as to express their views either verbally
or in writing.
A copy of the proposed 2019 Municipal Budget is presently available for inspection at the
North Augusta Municipal Center, 100 Georgia Avenue, from 8:30 AM to 5:00 PM, Monday
through Friday. An electronic copy is available on the City's website. A summary of the

with any budget year, there is potential for adopting millage and additional increases during the

ADOPTING A BUDGET FOR FISCAL YEAR 2019
CONTAINING ESTIMATES OF PROPOSED REVENUES AND EXPENDITURES
BY THE CITY OF NORTH AUGUSTA, SOUTH CAROLINA,
FOR THE BUDGET YEAR BEGINNING JANUARY 1, 2019,
AND DECLARING THAT SAME SHALL CONSTITUTE THE BUDGET
OF THE CITY OF NORTH AUGUSTA FOR SUCH BUDGET YEAR
WHEREAS, in accordance with the Laws of South Carolina, and the Ordinance of
the City of North Augusta, the City Administrator must prepare and submit to the City Council a
Balanced Budget for the next budget year to begin on January 1, 2019, and end on December 31,
2019; and
WHEREAS, a public hearing has been held on said budget, as required by law.
NOW, THEREFORE BE IT ORDAINED BY THE MAYOR AND CITY
COUNCIL OF THE CITY OF NORTH AUGUSTA, SOUTH CAROLINA, IN MEETING DULY
ASSEMBLED AND BY THE AUTHORITY THEREOF, THAT:
Section I. The City Council hereby adopts the 2019 Fiscal Year Budget, incorporated
by reference as though it were set out herein in its entirety, for the conduct
of the business of the municipal government of North Augusta for the
budget year, January 1, 2019, to December 31,2019.
Section II. The transfer of budgeted amounts between functional areas of expenditures
or expenses shall be approved by City Council; however, transfers of
budgeted line items within the functional areas of expenditures or expenses
not to exceed $5,000, may be approved by the City Administrator as long as
total expenditures or expenses do not exceed appropriations in the functional
area. Management can also over expend appropriations, with the City
Administrator's approval, at the line item and department level, as long as
the total expenditures or expenses do not exceed appropriations of the
functional area. Functional areas are: General Government; Public Safety;
Public Works; Recreation and Parks; Sanitation Services; Stormwater
Utility; and Public Utilities.
Section III. The Mayor or City Administrator may authorize the expenditure of an
amount not to exceed $500 at any one time from the Council Contingencies
Account without prior approval of the City Council provided that any such
expenditure is reported in the minutes of the next Council meeting.

Section IV. The City Council must approve expenditures from the Sales Tax I Fund, the
Sales Tax II Fund, Sales Tax III Fund, the Street Improvements Fund, the

Capital Projects Fund, the Riverfront/Central Core Development Fund, the
Public Utilities Depreciation Fund, the Public Utilities Contingent Fund,
Public Utilities Construction Fund, Tax Increment Financing Fund, the
Savannah Bluff Lock and Dam Utility Fund, the North Augusta Public
Facilities Corporation Fund, the Firemen's Fund, and the Recreation Fund
unless otherwise previously budgeted.
Section V. The City Administrator may execute all necessary documents relating to the
lease purchase financing of equipment specifically authorized and identified
in the 2019 Budget. The financial institution selected for 2019 lease
purchase financing shall be selected based upon competitive bidding in
conformance with the City's purchasing procedures.
Section VI. All Ordinances or parts of Ordinances in conflict herewith are, to the extent
of such conflict, hereby repealed.
Section VII. This Ordinance shall become effective immediately upon its adoption on
third and final reading.

WHEREAS, site plan approval for Walnut Corner was granted to Walnut
Lane Investments, LLC, on June 14, 2017; and
WHEREAS, in accordance with policy, the City agreed to accept ownership
and maintenance responsibility for the sanitary sewer system, upon its completion; and
WHEREAS, the City Engineer has made final inspection of the sanitary
sewer lines and related appurtenances, and found that this system meets the City's standards.
NOW THEREFORE, BE IT RESOLVED that the Mayor and City Council of
the City of North Augusta, South Carolina, in meeting duly assembled and by the authority
thereof, do hereby accept a deed of dedication for:
A non-exclusive easement in perpetuity for the use, repair, and maintenance
of underground sewer lines on and under that property designated and
described as "20' Sanitary Sewer Easement" as shown and delineated on an
Easement Plat for Walnut Lane Investments, LLC prepared by Southern
Partners, Inc. dated February 28, 2018, which plat is recorded in the Office of
the RMC for Aiken County in Plat Book 60, Page 681.
TOGETHER WITH fee simple title to all sanitary sewer lines and apparatus
located in, upon and under said PERMANENT SANITARY SEWER
EASEMENT.

KNOW ALL MEN BY THESE PRESENTS, that WALNUT LANE INVESTMENTS, LLC, a
South Carolina limited liability company (hereinafter referred to as "Grantor"), for and in consideration of
the sum of Ten and 00/100 Dollars ($10.00) to it paid by THE CITY OF NORTH AUGUSTA, A
MUNICIPAL CORPORATION AND POLITICAL SUBDIVISION OF THE STATE OF SOUTH
CAROLINA (hereinafter referred to as "Grantee"), (receipt of which consideration is hereby
acknowledged), has granted, bargained, sold and released and by these presents does grant, bargain, sell,
transfer and convey unto said Grantee, its successors and assigns, all of its right,title and interest in and to
the below described sanitary sewer lines lines:
The sanitary sewer lines (the "Sanitary Sewer Lines") located on the property described in
Exhibit A attached hereto and made a part hereof(the "Property"), and as shown on that certain
Sanitary Sewer Easement Plat of Walnut Corner prepared for Walnut Lane Investments, LLC
dated February 28, 2018, and recorded f v,+e 2 , 2018, in Book (.0 at Page
6.S\ in the Office of the Register of Mesne Conveyances for Aiken County(the"Plat").
By acceptance of this instrument, Grantee, its successors and assigns, assumes liability and
responsibility for the upkeep and maintenance of the Sanitary Sewer Lines, and Grantee acknowledges
that Grantor, its successors and assigns, shall not be responsible or liable for such upkeep and
maintenance after the date of this conveyance.
Also included herein is a perpetual non-exclusive easement, over the area shown on the Plat as
"20' Sanitary Sewer Easement," for the purpose of installation, operation, maintenance, repair,
replacement, relocation and removal of the Sanitary Sewer Lines (the "Easement"). Grantee shall be
solely responsible for maintenance of the Easement and included with this grant are reasonable ingress
and egress rights over the Property as may be necessary for access to the Easement for the purposes set
forth in the preceding sentence.
Grantee shall repair all damage to the Property within the boundaries of the Easement and to all
roads, fences and other improvements outside the boundaries of the Easement which is caused by Grantee
in connection with its use of the Easement.
Grantee shall indemnify, defend, and hold Grantor, and its successors and assigns, harmless from
and against any and all claims, demands, causes of action, and costs and expenses asserted by others or
incurred by Grantor, or its successors or assigns, and which are caused by or arise in any manner out of
acts of omissions of Grantee, its successors, assigns, employees, agents, on any other persons acting
under its authority, in the use and occupancy of the Easement granted herein.

The Easement granted herein is subject to all validly existing restrictions, covenants, conditions,
rights of way, easements, mineral reservations and royalty reservations, encumbrances and other matters
(i) of record and/or (ii) visible and on the ground that a true and correct survey would reveal, to the full
extent the same exist and affect the Easement. Notwithstanding anything to the contrary in this
instrument, (a)nothing contained herein shall grant or be construed to grant to Grantee (i)the right to use
the Easement for any purpose other than for the purposes set forth herein, or (ii) the right to change or
alter the dimensions of the Easement granted herein or otherwise change the location thereof without the
prior written approval of Grantor, (b)Grantor expressly reserves unto itself and its successors and assigns,
the right to use and enjoy the land covered by the Easement herein granted for any purposes whatsoever,
except insofar as said use and enjoyment unreasonably interferes with the rights hereby granted to
Grantee, and(c) Grantor further reserves the right to grant additional rights of way to such other persons
or entities and for such purposes as Grantor may desire; provided, however, that Grantee shall not be
unreasonably disturbed in the use and enjoyment of the rights hereby granted to it.
Together with, all and singular, the rights, members, hereditaments and appurtenances to the said
premises before mentioned unto Grantee and Grantee's successors and assigns forever. And Grantor does
hereby bind Grantor and Grantor's successors and assigns to warrant and forever defend all and singular
said premises unto Grantee and Grantee's successors and assigns, and against every person whomsoever
lawfully claiming or to claim the same or any part thereof.
