ORDER OF BUSINESS
The study session meeting of September 17, 2018, having been duly publicized, was called to
order by Mayor Pettit at 6:00 p.m. in the Council Conference room on the third floor of the
Municipal Center; recessed at 7:05 p.m; reconvened at 7:45 p.m.; and adjourned at 10:00 p.m.
Per Section 30-4-80(e) notice of the meetings by email was sent out to the current maintained
"Agenda Mailout" list consisting of news media outlets and individuals or companies requesting
notification. Notice of the meetings was also posted on the outside doors of the Municipal
Center, the main bulletin board of the Municipal Center located on the first floor, and the City of
North Augusta website.
Members present were Mayor Pettit and Councilmembers Brooks, Carpenter, Dickert,
McDowell, and McGhee. Councilmembers Adams was out of town.
Also in attendance were B. Todd Glover, City Administrator; Kelly F. Zier, City Attorney;
Cammie T. Hayes, Director of Finance; Richard L. Meyer, Director of Parks, Recreation, &
'tourism; John C. Thomas, Director of Public Safety; Thomas C. Zeaser, Director of Engineering
and Public Works; James E. Sutton, Director of Public Services; Lillian E. (Libby) Hodges,
Director of Planning and Development; J. D. McCauley, Manager of Human Resources; and
Donna B. Young, City Clerk.

ITEM 1. CITY COUNCIL AGENDA: Items on the September 17, 2018 Council
Agenda — Council Discussion
Council reviewed the items scheduled for the September 17, 2018 meeting.
ITEM 2. LEGAL: Executive Session — Request of the City Administrator
On motion by Councilmember McDowell, second by Councilmember McGhee,
and in compliance with Section 30-4-70 (a) (2) the City Administrator requested
an executive session for the purpose of:
(2) Discussion of negotiations incident to proposed contractual arrangements and
proposed sale or purchase of property, the receipt of legal advice where the legal advice
relates to a pending, threatened, or potential claim or other matters covered by the
attorney-client privilege, settlement of legal claims, or the position of the public agency
in other adversary situations involving the assertion against the agency of a claim.
Discussion of contractual matters related to the siting of Public Safety

Only Mayor and Council; City Administrator, Todd Glover; City Attorney, Kelly
Zier; Manager of Human Resources, J. D. McCauley; Director of Public Safety,
John Thomas; Director of Finance, Cammie Hayes; Mark Chostner, Construction
Consultant with Capstone Services; and. City Clerk, Donna Young were in
attendance for the executive session.
On motion by Councilmember McDowell, second by Councilmember Brooks, the
executive session was adjourned.
There was nothing to report out.
ITEM 3. LEGAL: Executive Session — Request of the City Administrator
On motion by Councilmember McDowell, second by Councilmember McGhee,
and in compliance with Section 30-4-70 (a) (2) the City Administrator requested

On motion by Councilmember McDowell, second by Councilmember Brooks, the
executive session was adjourned.
Action was taken at the regular City Council meeting of September 17, 2018.

ITEM 4. FINANCE: Proposed Annual Consolidated Budget for Fiscal Year 2019 —
Council Review
Council began and concluded its review of the proposed annual consolidated
budget for Fiscal Year 2019 on September 17, 2018. The dates of September 18
and 20, 2018 were not needed to continue the review.
The proposed Annual Consolidated Budget for Fiscal Year 2019 will be
submitted for Council's formal consideration on first reading at the October 15,
2018 meeting. A public hearing will be held prior to first reading.
A public copy is available for review at the Municipal Center and available on the
City's website under Finance and General Services.
There being no further business, Council adjourned the meeting at 10:00 p.m.
