REGULAR MEETING
The regular meeting of December 18, 2017, having been duly publicized, was called to order by
Mayor Pettit at 7:00 p.m. and adjourned at 7:25 p.m. Per Section 30-4-80(e) notice of the
meeting by email was sent out to the current maintained "Agenda Mailout" list consisting of
news media outlets and individuals or companies requesting notification. Notice of the meeting
was also posted on the outside doors of the Municipal Center, the main bulletin board of the
Municipal Center located on the first floor, and the City of North Augusta website.
Mayor Pettit rendered the invocation, led in the Pledge of Allegiance, and read the Christmas
story.
Members present were Mayor Pettit and Councilmembers Adams, Brooks, Carpenter, Dickert,
and McGhee. Councilmember McDowell was absent due to a work commitment.

Also in attendance were B. Todd Glover, City Administrator; Kelly F. Zier, City Attorney;
Cammie T. Hayes, Director of Finance; Richard L. Meyer, Director of Parks, Recreation, &
Tourism; John C. Thomas, Director of Public Safety; Thomas C. Zeaser, Director of Engineering
and Public Works; James E. Sutton, Director of Public Services; Diana H. Miller, Manager of
Human Resources; and Donna B. Young, City Clerk.
The minutes of the regular and study session meetings of December 4, 2017, were approved by
general consent.
ITEM 1. COMMUNITY PROMOTION: Recognition of Donation by North
Augusta Rotary Club
The City of North Augusta recognized and thanked the North Augusta Rotary
Club for their donation of two defibrillators to the City of North Augusta. Jim
Huff and Dan Rickabaugh were present on behalf of the North Augusta Rotary
Club.
ITEM 2. BOARDS AND COMMISSIONS: Ordinance No. 2017-22 — An Ordinance
Amending Chapter 6, Article V, Entitled
"Building Codes Board of Appeals," of
the City Code of the City of North
Augusta, South Carolina — Ordinance.
Third and Final Reading
On motion by Councilmember Carpenter, second by Councilmember McGhee,
Council adopted an ordinance on third and final reading amending Chapter 6,
Article V, entitled "Building Codes Board of Appeals," of the City Code of the
City of North Augusta.
Voting for the ordinance on third and final reading were Mayor Pettit, and
Councilmembers Adams, Brooks, Carpenter, and McGhee. Voting against the
ordinance on third and final reading was Councilmember Dickert. The ordinance
passed 5/1.

ITEM 3. ENGINEERING AND PUBLIC WORKS: Resolution No. 2017-51 — A
Resolution Authorizing the City of North Augusta to Accept the Quote from
Transportation Control Systems for City Illuminated Street Name Signage in
Downtown
On motion by Mayor Pettit, second by Councilmember Brooks, Council
unanimously passed a resolution authorizing the City of North Augusta to accept
the quote from Transportation Control Systems for City illuminated street name
signage in downtown.

RESOLUTION NO. 2017-51
A RESOLUTION AUTHORIZING THE CITY OF NORTH AUGUSTA
TO ACCEPT THE QUOTE FROM TRANSPORTATION CONTROL SYSTEMS
FOR CITY ILLUMINATED STREET NAME SIGNAGE IN DOWNTOWN
WHEREAS, on November 21, 2016, the City approved funding for economic
development purposes during the 2017 budget process from the General Fund of$40,000; and
WHEREAS, Transportation Control Systems has been selected as the supplier of
illuminated street name signage for signage in downtown to maintain consistency with
illuminated street signage in the City; and
WHEREAS, the Mayor and City Council of the City of North Augusta find that "
the awarding of such bid for the downtown illuminated street signage is in the best interest of the
City.
NOW THEREFORE, BE IT RESOLVED that the Mayor and City Council of the
City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof
that Transportation Control Systems shall be awarded a contract for downtown illuminated street
signage at an amount not to exceed $20,000.
BE IT FURTHER RESOLVED that the funding sources for this contract shall be
as follows:
General Fund Economic $ 20,000.00
Development*
*As the project will not be completed by 12/31/2017,these unspent funds will be transferred to the
Capital Projects Fund after year end and designated for downtown illuminated street signage.
BE IT FURTHER RESOLVED that the City Administrator and/or Director of
Engineering & Public Works is authorized to execute any documents required for the entering
into of this contract subject to approval by the City Attorney.
DONE, RATIFIED AND ADOPTED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
NORTH AUGUSTA, SOUTH CAROLINA,ON THIS 18TH DAY OF DECEMBER,2017.

ITEM 4. ENGINEERING AND PUBLIC WORKS: Resolution No. 2017-52 — A
Resolution Authorizing a Request to the South Carolina Department of
Transportation for Removal of Revco Road and Dittman Court (S-1753) from
the State Highway System and the Acceptance of Ownership and
Maintenance Responsibility of said Roads by the City of North Augusta,
South Carolina; and, Authorizing the Execution and Recordation of Certain
Documents in Connection Therewith
On motion by Mayor Pettit, second by Councilmember Dickert, Council
unanimously voted to table this resolution.

Dear Mr. Ilardi:
At the December 4, 2017 North Augusta City Council Meeting you asked several questions. I
answered the questions having straightforward answers at the meeting.
You also inquired: "Does the City intend to issue TIF bonds to replace the IPRB's? If so, when?
If not, why not?"
The City does not intend to issue TIF bonds to replace the IPRBs. There are substantial costs
incurred in issuing bonds and TIF bonds would have to be repaid solely with tax revenues from
the TIF district. The financial model for repayment of IPRBs was developed aggregating
revenues.
If you have developed information demonstrating a benefit to the City from issuing TIF bonds,
please forward it to me. Providing an Excel spreadsheet with the financial analysis,
accompanied with explanatory notes, is acceptable and preferred. After I have the opportunity to
review it, I recommend we meet to discuss it further.
