ORDER OF BUSINESS
The study session meeting of November 20, 2017, having been duly publicized, was called to
order by Mayor Pettit at 6:00 p.m. in the Council Conference room on the third floor of the
Municipal Center and adjourned at 7:10 p.m.
Per Section 30-4-80(e) notice of the meetings by email was sent out to the current maintained
"Agenda Mailout" list consisting of news media outlets and individuals or companies requesting
notification. Notice of the meetings was also posted on the outside doors of the Municipal
Center, the main bulletin board of the Municipal Center located on the first floor, and the City of
North Augusta website.
Members present were Mayor Pettit and Councilmembers Adams, Brooks, Carpenter, Dickert,
and McDowell. Councilmember McGhee was out of town.
Also in attendance were B. Todd Glover, City Administrator; Kelly F. Zier, City Attorney;
Cammie T. Hayes, Director of Finance; Amanda J. Sievers, Interim Director of Planning and
Development; John C. Thomas, Director of Public Safety; Thomas C. Zeaser, Director of
Engineering and Public Works; Diana H. Miller, Manager of Human Resources; and Donna B.
Young, City Clerk.
Minutes of Study Session of November 20,2017
ITEM 1. CITY COUNCIL AGENDA: Items on the November 20, 2017 Council
Agenda—Council Discussion
Council reviewed the items scheduled for the November 20, 2017 meeting.
ITEM 2. AIKEN COUNTY SCHOOLS: Update by Dr. Sean Alford
Dr. Sean Alford, Superintendent of Aiken County Public Schools, updated Mayor
and Council on AikenWorks and enrollment trends in Aiken County.
ITEM 3. LEGAL: Executive Session —Request of the City Administrator
On motion by Councilmember McDowell, second by Councilmember Adams,
and in compliance with Title 30, Chapter 4 of the South Carolina Code the City
Administrator requested an executive session for the purpose of:
Discussion of negotiations incident to proposed contractual arrangements and
proposed sale or purchase of property and matters covered by the attorney-client
privilege, all in connection with contemplated and existing contracts providing for
the development of Project Jackson.
Only Mayor and Council; City Administrator, Todd Glover; Director of Finance,
Cammie Hayes; Manager of Human Resources, Diana Miller, and City Clerk,
Donna Young were in attendance for the executive session.
On motion by Councilmember McDowell, second by Councilmember Brooks, the
executive session was adjourned.
There was nothing to report out.
There being no further business, Council adjourned the November 20, 2017
meeting at 7:10 p.m.
