McGhee, Councilmember 7 ORDER OF BUSINESS ORDER OF BUSINESS REGULAR MEETING The regular meeting of November 20, 2017, having been duly publicized, was called to order by Mayor Pettit at 7:12 p.m. and adjourned at 7:37 p.m. Per Section 30-4-80(e) notice of the meeting by email was sent out to the current maintained "Agenda Mailout" list consisting of news media outlets and individuals or companies requesting notification. Notice of the meeting was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal Center located on the first floor, and the City of North Augusta website. Mayor Pettit rendered the invocation and led in the Pledge of Allegiance. Members present were Mayor Pettit and Councilmembers Adams, Brooks, Carpenter, Dickert, and McDowell. Councilmember McGhee was out of town. Also in attendance were B. Todd Glover, City Administrator; Kelly F. Zier, City Attorney; Cammic T. Hayes, Director of Finance; Amanda J. Sievers, Interim Director of Planning and Minutes of Regular Meeting of 11/20/17 Development; John C. Thomas, Director of Public Safety; Thomas C. Zeaser, Director of Engineering and Public Works; Diana H. Miller, Manager of Human Resources; and Donna B. Young, City Clerk. The minutes of the regular and study session meetings of November 6, 2017, and the special called study session and regular meetings of November 13, 2017, were approved by general consent. ITEM 1. FINANCE: Ordinance No. 2017-17 — Adopting a Budget for Fiscal Year 2018 Containing Estimates of Proposed Revenues and Expenditures by the City of North Augusta, South Carolina, for the Budget Year Beginning January 1, 2018, and Declaring that same shall Constitute the Budget of the City of North Augusta for such Budget Year — Ordinance, Third and Final Reading On motion by Councilmember Carpenter, second by Councilmember Brooks, Council adopted an ordinance on third and final reading to adopt the proposed Fiscal Year 2018 Consolidated Budget. Voting for the ordinance on third and final reading were Mayor Pettit, and Councilmembers Adams, Brooks, Carpenter, and McDowell. Voting against the ordinance was Councilmember Dickert. The ordinance passed 5/1. Please see the minutes of October 16, 2017 for the ordinance text. ITEM 2. FINANCE: Ordinance No. 2017-18 — Levying the Annual Tax on Property in the City of North Augusta, South Carolina, for the Fiscal Year Beginning January 1, 2018, and Ending December 31, 2018 — Ordinance, Third and Final Reading On motion by Mayor Pettit, second by Councilmember McDowell, Council adopted an ordinance on third and final reading establishing the tax rate on all taxable property within the City of North Augusta for the Fiscal Year 2018. The period for which the tax levy is due on all taxable property, except for motorized vehicles, shall be from January 1, 2017, to December 31, 2017. The period for which the tax levy is due for all motorized vehicles which are required to be licensed by Section 53-3-110, Codes of Laws of South Carolina, shall be from January 1, 2018, to December 31, 2018. The tax levy imposed upon all taxable property shall be 73.00 mills to the General Fund and 0.50 mills to the Capital Projects Fund for a total tax levy of 73.50 mills. FINANCE: Ordinance No. 2017-19 —An Ordinance Reinstating the 2% Hospitality Tax as of December 1, 2017 — Ordinance, Third and Final Reading On motion by Mayor Pettit, second by Councilmember Carpenter, Council adopted an ordinance on third and final reading reinstating the 2% hospitality tax as of December 1, 2017. Voting for the ordinance on third and final reading were Mayor Pettit, and Councilmembers Adams, Brooks, Carpenter, and McDowell. Voting against the ordinance was Councilmember Dickert. UTILITIES: Ordinance No. 2017-20 - Establishing Wastewater Service Charges by Revising Section 14-68, Titled "Schedule of Monthly Wastewater Service Charge." of the City Code of the City of North Augusta, South Carolina — Ordinance, Third and Final Reading On motion by Councilmember McDowell, second by Councilmember Dickert, Council unanimously adopted an ordinance on third and final reading establishing wastewater service charges by revising section 14-68, titled "Schedule of Monthly Wastewater Service Charge," of the City Code of the City of North Augusta, South Carolina. COMMUNITY PROMOTION: Arbor Day, December 1, 2017 - Proclamation Mayor Pettit proclaimed December 1, 2017 as Arbor Day in the City of North Augusta. The proclamation text is as follows: North . Carolina South Carolina's Riuerfront Minutes of Regular Meeting of 11/20/17 ARBOR DAY PROCLAMATION WHEREAS, in 1872, 1 Sterling Morton proposed to the Nebraska Board of Agriculture that a special day be set aside for the planting of trees; and WHEREAS, the holiday, called Arbor Day, was first observed with the planting of more than a million trees in Nebraska; and WHEREAS, Arbor Day is now observed throughout the nation and the world; and WHEREAS, trees can reduce the erosion of our precious topsoil by wind and water, lower our heating and cooling costs, moderate the temperature, clean the air, produce oxygen and provide habitat for wildlife; and WHEREAS, trees are a renewable resource giving us paper, wood for our homes,fuel for our fires and countless other wood products; and WHEREAS, trees in our City increase property values, enhance the economic vitality of business areas, and beauty our community; and WHEREAS, trees, wherever they are planted, are a source of joy and spiritual renewal. NOW THEREFORE, I, Robert A. Pettit, Mayor of the City of North Augusta, South Carolina, do hereby proclaim December 1, 2017, as "Arbor Day"in North Augusta, South Carolina, and urge all citizens to celebrate Arbor Day and to support efforts to protect our trees and woodlands, and further, I urge all citizens to plant and care for trees to gladden the heart and promote the well-being of this and future generations. UTILITIES: Resolution No. 2017-46 -- A Resolution to Authorize the Issuing of a Parade Permit for North Augusta Lions Club to Conduct the 2017 Christmas Parade on December 10, 2017 On motion by Councilmember Carpenter, second by Councilmember Brooks, Council unanimously passed a resolution authorizing the issuing of a parade permit for North Augusta Lions Club to conduct the 2017 Christmas Parade on December 10, 2017. Minutes of Regular Meeting of 11/20/17 RESOLUTION NO. 2017-46 TO AUTHORIZE THE ISSUING OF A PARADE PERMIT TO NORTH AUGUSTA LIONS CLUB TO CONDUCT THE 2017 CHRISTMAS PARADE ON DECEMBER 10, 2017 WHEREAS, North Augusta Lions Club has requested a permit to hold a Christmas Parade to celebrate the Christmas Season; and WHEREAS, the request is to hold the parade on December 10, 2017 with the lineup of the parade beginning on Martintown Road, between Knox Avenue and Georgia Avenue. The parade will then proceed on Georgia Avenue beginning at Martintown Road, traveling South and will disperse at Buena Vista Avenue; and WHEREAS, the parade will utilize the roadway as identified above with side roads blocked by Public Safety personnel, with spectators on either side of the parade route; and WHEREAS, the parade will involve the usage of the lineup area and parade route from approximately 10:00 AM until 4:00 PM; and WHEREAS, the Mayor and City Council have reviewed the request and finds that the parade permit applied for, at the time requested and upon the roadways as indicated, is not detrimental to the health, safety, welfare or convenience of the residents of the City and, in fact, will benefit the public; and WHEREAS, such request has been timely made and complies with the Code of Ordinances for the City of North Augusta. NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof, that the request for a permit is approved as follows: 1. TIME: Approx. 10:00 AM until 4:00 PM 2. DATE:: December 10, 2017 3. FINANCE: Resolution No. 2017-47 — A Resolution to Authorize the City to Utilize Funds Generated from Riverside Village Licenses and Permits for Additional Consideration for the Hotel Deck On motion by Councilmember Dickert, second by Mayor Pettit, Council unanimously passed a resolution authorizing the City to utilize funds generated from Riverside Village licenses and permits for additional consideration for the hotel deck. RESOLUTION NO. 2017-47 A RESOLUTION TO AUTHORIZE THE CITY TO UTILIZE FUNDS GENERATED FROM RIVERSIDE VILLAGE LICENSES AND PERMITS FOR ADDITONAL, CONSIDERATION FOR THE HOTEL DECK WHEREAS, the City has previously authorized an increase in the construction budget for the Project Jackson hotel parking deck (the "Hotel Deck") of $600,000 from legally available funds, including interest on unspent proceeds of the installment purchase revenue bonds, Series 2017B ("IPRBs") issued by North Augusta Public Facilities Corporation (the "Corporation") under the terms of a Trust Agreement between the Corporation and U.S. Bank, National Association (the "Trust Agreement"); and, WHERI::AS, a portion of the funds necessary to pay for such budget increase is being generated from Riverside Village licenses and permits that are not a part of the City budget for operations; and, WHEREAS, the remainder of such funds is being generated from interest earned on the unspent IPRBs; and, WHEREAS, Riverside Village licenses and permits as well as interest earned on the unspent IPRBs will continue to be earned until project completion; and, WHEREAS, the City has determined that approximately $232,000 of project funds from interest on unspent IPRBs are available as of October 31st, and there is sufficient funding in the Riverfront/Central Core Fund to cover the balance of approximately $368,000; and, WHEREAS, the Riverfront/Central Core Fund will be fully reimbursed by funds generated from Riverside Village licenses and permits as well as additional interest earned on the unspent IPRBs. NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of North Augusta, South Carolina in meeting duly assembled and by the authority thereof, that: Minutes of Regular Meeting of 11/20/17 1. Approximately $232,000 of interest earned on the unspent IPRBs be designated as additional consideration for the Hotel Deck. 2. Approximately $368,000 from the Riverfront/Central Core Fund be designated as additional consideration for the Hotel Deck. 3. The Riverfront/Central Core Fund be reimbursed in full by license and permit revenues from Riverside Village as well as additional interest earned on the unspent IPRBs through the end of the projects. 4. The City Administrator and City Finance Director are hereby authorized to release the funds described herein upon the satisfaction of all conditions to such release set forth in the Trust Agreement.
