PUBLIC HEARING
ITEM 1. FINANCE: Proposed Annual Consolidated Budget for Fiscal Year 2018
The public hearing of October 16, 2017, having been duly publicized, was called
to order by Mayor Pettit at 7:00 p.m. The purpose of the public hearing was to
receive comments from the citizens of North Augusta pertaining to the proposed
Consolidated Budget for Fiscal Year 2018.
Members present were Mayor Pettit and Councilmembers Adams, Brooks.
Carpenter, Dickert, McDowell, and McGhee.
Also in attendance were B. Todd Glover, City Administrator; Kelly F. Zier, City
Attorney; Cammie T. Hayes, Director of Finance; Richard L. Meyer, Director of
Parks, Recreation, & Tourism; Amanda J. Sievers, Interim Director of Planning

ORDER OF BUSINESS
REGULAR MEETING
The regular meeting of October 16, 2017, having been duly publicized, was called to order by
Mayor Pettit at 7:23 p.m. and adjourned at 8:12 p.m. Per Section 30-4-80(e) notice of the
meeting by email was sent out to the current maintained "Agenda Mailout" list consisting of
news media outlets and individuals or companies requesting notification. Notice of the meeting
was also posted on the outside doors of the Municipal Center, the main bulletin board of the
Municipal Center located on the first floor, and the City of North Augusta website.
Mayor Pettit rendered the invocation and led in the Pledge of Allegiance.
Members present were Mayor Pettit and Councilmembers Adams, Brooks. Carpenter, Dickert,
McDowell, and McGhee.
Also in attendance were B. Todd Glover, City Administrator; Kelly F. Zier, City Attorney;
Cammie T. Hayes, Director of Finance; Richard L. Meyer, Director of Parks, Recreation, &
Tourism; Amanda J. Sievers, Interim Director of Planning and Development; John C. Thomas,
Director of Public Safety; Thomas C. Zeaser, Director of Engineering and Public Works; James

The minutes of the regular meeting and study session meetings of October 2, 2017 were
approved by general consent.
ITEM 1. PERSONNEL: Employee of the Quarter, July, August, and September,
2017. — Lynda Williamson, Accountant for the Department
of Finance & General Services
Mayor Pettit recognized the employee of the quarter for July, August, and
September, 2017, Lynda Williamson, Accountant for the Department of Finance
& General services.
Lynda started her employment with the City of North Augusta on January 9,
2017. Lynda and her husband Luke have 3 children, Jinna age 12, Chasten age 10,
and Gavin age 4.
Lynda has only been with the City of North Augusta for a short time but she has
been a great addition to the Finance & General Services Department. From the

start, Lynda was able to pick up the payroll processing for 240+ employees and
accounts payable after only a short 2 week training period with her predecessor.
Lynda uses her time efficiently such that, more often than not, she has her many
tasks including payments to the retirement system and sales and use taxes
completed and submitted days to weeks in advance. In addition, Lynda has been
able to transition accounts payable processing from a bi-weekly process to a
weekly process even during payroll weeks.
During downtime, Lynda seeks additional projects that could use maintenance.
She looks for ways to simplify and streamline her processes to eliminate
duplication and increase efficiency. She is willing and eager to take on anything
that is asked of her even if it doesn't fall within the scope of payroll or accounts
payable, such as helping to post utility payments when the office is short staffed
or helping update meter records on Edgefield water/City sewer accounts.
What makes Lynda stand out most is that she is able to bring her exceptional
work ethic to the City of North Augusta with a great attitude each day all the
while she manages being a mother of 3 children primarily by herself while her
husband Luke works overseas at the US Embassy in Iraq. Generally he works 3
month stretches before returning home to visit with family, then returns to Iraq.
Lynda is responsible for getting her three children to three different schools each
morning before arriving to work and getting them to different activities in the
evenings.
To say Lynda is busy would be an understatement but no matter what she has
going on, she always brings the best of herself to work each day.
Lynda Williamson is a tremendous asset to the Department of Finance & General
Services and the City of North Augusta workforce.
Congratulations to Lynda Williamson, our employee of the third quarter of 2017.
Mayor Pettit presented her with a plaque, a $25 gift certificate to Your Pie, and a
$25 Wal-Mart gift card.
ITEM 2. FINANCE: Ordinance No. 2017-14 — An Ordinance Authorizing the
City of North Augusta to Grant a Nonexclusive Franchise
Agreement to Aiken Electric Cooperative, Inc., Its
Successors and Assigns, for the Provision of Electric
Services within the City—Third and Final Reading
On motion by Councilmember Dickert, second by Councilmember Brooks,
Council unanimously adopted an ordinance on third and final reading authorizing
the City of North Augusta to grant a nonexclusive franchise agreement to Aiken
Electric Cooperative, Inc., its successors and assigns, for the provision of electric
services within the City.

On motion by Councilmember Carpenter, second by Mayor Pettit, Council
unanimously adopted an ordinance on third and final reading authorizing the City
of North Augusta to grant a nonexclusive franchise agreement to South Carolina
Electric and Gas Company, its successors and assigns, for the provision of electric
and gas services within the City.

ORDINANCE NO. 2017-16
AN ORDINANCE GRANTING EASEMENTS TO
SOUTH CAROLINA ELECTRIC AND GAS COMPANY FOR PLACEMENT OF
FACILITIES RELATED TO THE CONSTRUCTION OF RIVERSIDE VILLAGE AT
HAMMOND'S FERRY
WHEREAS, the City and private developers are working to construct the project
known as Riverside Village at Hammond's Ferry; and
WHEREAS, as part of the construction, South Carolina Electric and Gas
Company has requested that the City grant to it easements upon and across City property that
would allow for the provision of electric services to various proposed facilities; and
WHEREAS, the placement of such equipment is necessary for the completion and
operation of the structures; and

WHEREAS, the Mayor and City Council have reviewed this matter, to include
the proposed Deed of Easement and find that it is in the best interest of the citizens of North
Augusta that such easement be granted.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and City Council of the
City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof,
that:
I. The City grant to South Carolina Electric and Gas Company an easement over
and across City property known as Tax Parcel Numbers 007-13-01-001 and 003-08-
07-003.
II. The City Administrator is hereby authorized to execute the Deed of Easement and
any other documents necessary in order to complete this matter.
III. This Ordinance shall become effective immediately upon its adoption on third and
final reading.

On motion by Councilmember Dickert, second by Councilmember McGhee,
Council unanimously passed an ordinance on second reading granting Easements

the construction of Riverside Village at Hammond's Ferry.

ITEM 6. FINANCE: Ordinance No. 2017-17 — Adopting a Budget for Fiscal
Year 2018 Containing Estimates of Proposed Revenues and
Expenditures by the City of North Augusta, South
Carolina, for the Budget Year Beginning January 1, 2018,
and Declaring that same shall Constitute the Budget of the
City of North Augusta for such Budget Year — Ordinance,
First Reading
On motion by Mayor Petit, second by Councilmember Brooks, Council passed an
ordinance on first reading to adopt the proposed Fiscal Year 2018 Consolidated
Budget.
Prior to the vote it was noted that Page 227 of the Support Data section of the
budget references the Stormwater Management Permit as $100.00 per acre, Min.

$100.00 -- Max $2,000.00 and it has been corrected to state $100.00 per disturbed
acre, Min. $100.00—Max $2,000.00.
Prior to the vote, Councilmembers Dickert and McDowell voiced their concerns
with the FY 2018 budget process.
Voting for the ordinance on first reading were Mayor Pettit, and Councilmembers
Adams, Brooks, Carpenter, McDowell, and McGhee. Voting against the
ordinance was Councilmember Dickert. The ordinance passed 6/1.

ORDINANCE NO. 2017-17
ADOPTING A BUDGET FOR FISCAL YEAR 2018
CONTAINING ESTIMATES OF PROPOSED REVENUES AND EXPENDITURES
BY THE CITY OF NORTH AUGUSTA, SOUTH CAROLINA,
FOR THE BUDGET YEAR BEGINNING JANUARY 1, 2018,
AND DECLARING THAT SAME SHALL CONSTITUTE THE BUDGET
OF THE CITY OF NORTH AUGUSTA FOR SUCH BUDGET YEAR
WHEREAS, in accordance with the Laws of South Carolina, and the Ordinance of the
City of North Augusta, the City Administrator must prepare and submit to the City Council a Balanced
Budget for the next budget year to begin on January 1, 2018, and end on December 31, 2018; and
WHEREAS, a public hearing has been held on said budget, as required by law.
NOW, THEREFORE BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF
THE CITY OF NORTH AUGUSTA, SOUTH CAROLINA, IN MEETING DULY ASSEMBLED AND
BY THE AUTHORITY THEREOF, THAT:
Section 1. The City Council hereby adopts the 2018 Fiscal Year Budget, incorporated by
reference as though it were set out herein in its entirety, for the conduct of the
business of the municipal government of North Augusta for the budget year,
January 1, 2018, to December 31, 2018.
Section II. The transfer of budgeted amounts between functional areas of expenditures or
expenses shall be approved by City Council; however, transfers of budgeted line
items within the functional areas of expenditures or expenses not to exceed
$5,000, may be approved by the City Administrator as long as total expenditures
or expenses do not exceed appropriations in the functional area. Management
can also over expend appropriations, with the City Administrator's approval, at
the line item and department level, as long as the total expenditures or expenses
do not exceed appropriations of the functional area. Functional areas are:
General Government; Public Safety; Public Works; Recreation and Parks;
Sanitation Services; Stormwater Utility; and Public Utilities.

Section Ill. The Mayor or City Administrator may authorize the expenditure of an amount
not to exceed $500 at any one time from the Council Contingencies Account
without prior approval of the City Council provided that any such expenditure is
reported in the minutes of the next Council meeting.
Section IV. The City Council must approve expenditures from the Sales Tax I Fund, the
Sales Tax II Fund, Sales Tax III Fund, the Street Improvements Fund, the
Transportation Improvement Fund, the Community Development Fund, the
Capital Projects Fund, the Riverfront/Central Core Development Fund, the Public
Utilities Depreciation Fund, the Public Utilities Contingent Fund, Public Utilities
Construction Fund, Tax Increment Financing Fund, and the Savannah Bluff Lock
and Dam Utility Fund, unless otherwise previously budgeted.
Section V. The City Administrator may execute all necessary documents relating to the lease
purchase financing of equipment specifically authorized and identified in the
2018 Budget. The financial institution selected for 2018 lease purchase financing
shall be selected based upon competitive bidding in conformance with the City's
purchasing procedures.
Section VI. All Ordinances or parts of Ordinances in conflict herewith are, to the extent of
such conflict, hereby repealed.
Section VII. This Ordinance shall become effective immediately upon its adoption on third
and final reading.

ITEM 7. FINANCE: Ordinance No. 2017-18 — Levying the Annual Tax on
Property in the City of North Augusta, South Carolina, for
the Fiscal Year Beginning January 1, 2018, and Ending
December 31, 2018 —Ordinance, First Reading
On motion by Councilmember Brooks, second by Councilmember McDowell,
Council passed an ordinance on first reading an ordinance establishing the tax rate
on all taxable property within the City of North Augusta for the Fiscal Year 2018.
The period for which the tax levy is due on all taxable property, except for
motorized vehicles, shall be from January 1, 2017, to December 31, 2017. The
period for which the tax levy is due for all motorized vehicles which are required
to be licensed by Section 53-3-110, Codes of Laws of South Carolina, shall be
from January 1, 2018, to December 31, 2018.
The tax levy imposed upon all taxable property shall be 73.00 mills to the General
Fund and 0.50 mills to the Capital Projects Fund for a total tax levy of 73.50
mills.

Hospitality Tax as of December 1, 2017. — Ordinance, First
Reading
On motion by Mayor Pettit, second by Councilmember Carpenter, Council passed
an ordinance on first reading reinstating the 2% hospitality tax as of December 1,
2017.
Voting for the ordinance on first reading were Mayor Pettit, and Councilmembers
Adams, Brooks, Carpenter, McDowell, and McGhee. Voting against the
ordinance was Councilmember Dickert. The ordinance passed 6/1.

ORDINANCE NO. 2017-19
AN ORDINANCE REINSTATING THE 2% HOSPITALITY TAX
AS OF DECEMBER 1, 2017
WHEREAS, with the adoption of Ordinance No. 98-11 on October 19, 1998,
North Augusta City Council established a 2% local hospitality sales tax within the City to
"improve and increase tourism related activities and facilities by redeveloping the downtown and
riverfront districts and other areas of the City of North Augusta"; and
WHEREAS, With the adoption of Ordinance 2000-21 on October 16, 2000, the
Mayor and City Council provided for the suspension of 1% of such sales tax in the event that
there was approved in Aiken County, a county wide 10 capital project sales tax; and
WHEREAS, Capital Projects Sales Tax 1 was in fact approved by the voters of
Aiken County and as a result thereof, the 1% of the 2% local hospitality sales tax was suspended;
and
WHEREAS, the Mayor and City Council for the City of North Augusta have
determined that it is appropriate that such suspension terminate and that the full 2% local option
hospitality sales tax, in accordance with Ordinance 98-11, be reinstated effective December 1,
2017.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and City Council of the
City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof,
that:
1. Commencing with December 1, 2017 the full local hospitality sales tax in the
amount of 2% as provided for in Ordinance 98-11, be collected and utilized
for such purposes as provided by said Ordinance and State Law.
2. Section 21-23, titled "Imposition of Local Hospitality Sales Tax" shall be
amended and when amended, shall read as follows:

A uniform tax equal to two percent (2%) is hereby imposed on the gross
proceeds derived from the charges for food and beverages served by a
restaurant, hotel, motel, or other food service facility, whether dine in or take
out, within the City of North Augusta. In addition, the tax shall be imposed
for all food and beverages prepared or modified by convenience stores, fast-
food service outlets, or grocery stores within the City of North Augusta.
3. All other ordinances or parts of ordinances in conflict herewith are, to the
extent of such conflict, hereby repealed.
4. This Ordinance shall become effective immediately upon its adoption on third
and final reading.

Council unanimously adopted an ordinance on first reading establishing
wastewater service charges by revising section 14-68, titled "Schedule of Monthly
Wastewater Service Charge," of the City Code of the City of North Augusta,
South Carolina.

CITY OF NORTH AUGUSTA, SOUTH CAROLINA
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY
OF NORTH AUGUSTA, SOUTH CAROLINA, IN MEETING DULY ASSEMBLED AND
BY THE AUTHORITY THEREOF, THAT:
Section 14-68, titled "Schedule of Monthly Wastewater Service Charge," is hereby
amended and when amended shall read as follows:

The schedule to be utilized for the computation of monthly charges for wastewater service is as follows:
(1) Each residential or commercial customer of the city's system, whether inside or
outside the city, must pay such customer's proportionate share of the costs for
operation and maintenance of the system. In addition, each customer of the city's
sanitary wastewater system must pay an amount to share the costs of debt service
and to provide for special reserve funds. The operation and maintenance, debt
service, and special reserve funds shall be paid on a monthly basis as follows:

(2) All charges for wastewater service are to be made in one-hundred-gallon
increments.

(3) Six (6) months following the date of availability of wastewater service, or at such
time as a customer actually connects to the City's wastewater system, whichever
event occurs first, the wastewater service charges as set forth herein shall be due
and payable.
(4) Customers who have service available but who have not connected to the system
shall be charged the minimum base monthly service rate for inside City and
outside City customers as shown in Section 14-68 (1) a above.
IL This ordinance shall become effective immediately upon its adoption on third and final
reading for all bills rendered on or after January 1, 2018.
III. All ordinances or parts of Ordinances in conflict herewith are, to the extent of such
conflict, hereby repealed.
