McGhee, Councilmember , ORDER OF BUSINESS The study session meeting of September 18, 2017, having been duly publicized, was called to order by Mayor Pettit at 6:00 p.m. in the Council Conference room on the third floor of the Municipal Center; recessed at 7:00 p.m.; reconvened at 8:20 p.m.; and adjourned at 10:00 p.m. The study session meeting of September 19, 2017, having been duly publicized, was called to order by Mayor Pettit at 6:00 p.m. in the Council Conference room on the third floor of the Municipal Center and adjourned at 8:15 p.m. Per Section 30-4-80(e) notice of the meetings by email was sent out to the current maintained "Agenda Mailout" list consisting of news media outlets and individuals or companies requesting notification. Notice of the meetings was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal Center located on the first floor, and the City of North Augusta website. Members present at both meetings were Mayor Pettit and Councilmembers Adams, Brooks, Carpenter, Dickert McDowell, and McGhee. Also in attendance were B. Todd Glover, City Administrator; Cammie T. Hayes, Director of Finance; Richard L. Meyer, Director of Parks, Recreation, & Tourism; Amanda J. Sievers, Interim Director of Planning and Development; John C. Thomas, Director of Public Safety; Thomas C. Zeaser, Director of Engineering and Public Works; James E. Sutton, Director of Public Services; Diana H. Miller, Manager of Human Resources; and Donna B. Young, City Clerk. Minutes of Study Sessions of September 18 and 19, 2017 ITEM 1. CITY COUNCIL AGENDA: Items on the September 18, 2017 Council Agenda—Council Discussion Council reviewed the items scheduled for the September 18, 2017 meeting. ITEM 2. ECONOMIC DEVELOPMENT: Riverside Village at Hammond's Ferry — Council Update James Dean, the City's Owner's Representative, presented the following update to Mayor and Council on the Riverside Village at Hammond's Ferry project. City of North Augusta SRP Park at Riverside Village City Council - Monthly Progress Update September 18, 2017 • Stadium a. Time Schedule — good progress; completion date projected as 4/10/17. b. Concourse — Seating area concrete & underground MEP @ 90%. c. Suite Level — Steel and floor decking @ 90%; concrete floor @ 40%. d. First Base Line Buildings — Steel, underground plumbing, masonry & concrete slabs @ 75%. e. Third Base Line Buildings — Enclosed building absent of brick; stairwell installed; interior metal studs, ductwork, and electrical in progress. f. Home run porch — steel structure to start soon. g. Outfield Wall & Wet Well Systems —Wet well area excavation & installation this week. h. Right Field Restaurant (A2) — steel structure and decking largely complete; tenant build documents completion soon for pricing will add outside 2nd level terrace and exterior stair. i. Left Field Building: Lower level columns and walls placed: elevated concrete slabs starting soon. Clubhouse available in April 2018; apartment completion shortly thereafter. • Other Projects in Riverside Village a. Stadium Deck — Permit documents complete; b. Office — preleasing efforts continue; no definitive start date. c. Residential over Retail/ RR Ave — final plans in progress after adjustments for wetlands buffer and further HFDRC coordination of exterior. Projected for October/November start. d. Residential over Retail/ River — Planning Commission will not require hearing, as they are pleased with HFDRC adjustments. Projected for October/November start. e. Hotel Deck — Construction start next week. f. Hotel — final preconstruction efforts in progress; start October, occupancy YE 2018. Minutes of Study Sessions of September 18 and 19, 2017 g. Single Family Homes — design refined; construction start early 2018. h. Apartments — LIV/LandSouth completed site pad needs, underground MEP and foundations. I. Senior Living — negotiations continue. ITEM 3. LEGAL: Executive Session— Request of the City Administrator (9/19/17 Meeting) On motion by Councilmember McDowell, second by Councilmember Brooks, and in compliance with Section 30-4-70 (a) (2) (5) the City Administrator requested an executive session for the purpose of: (2) Discussion of negotiations incident to proposed contractual arrangements and proposed sale or purchase of property, the receipt of legal advice where the legal advice relates to a pending, threatened, or potential claim or other matters covered by the attorney-client privilege, settlement of legal claims, or the position of the public agency in other adversary situations involving the assertion against the agency of a claim. (5) Discussion of matters relating to the proposed location, expansion, or the provision of services encouraging location or expansion of industries or other businesses in the area served by the public body. Discussion of Riverside Village at Hammond's Ferry Only Mayor and Council; City Administrator, Todd Glover; Director of Finance, Cammie Hayes; Manager of Human Resources, Diana Miller, and City Clerk, Donna Young were in attendance for the executive session. On motion by Councilmember McDowell, second by Councilmember Brooks, the executive session was adjourned. There was nothing to report out. ITEM 4. FINANCE: Proposed Annual Consolidated Budget for Fiscal Year 2018 — Council Review Council began its review on September 18, 2017, and concluded its review of the proposed Annual Consolidated Budget for Fiscal Year 2018 on September 19, 2017. Following the review, Mayor Pettit directed City Administrator, Todd Glover, and Director of Finance, Cammie Hayes to implement the following proposal into the proposed 2018 budget. Increase Hospitality Tax 1% Provides an additional $700,000 revenue in the Riverfront/Central Core Fund, S400,000 designated for Tourism activities currently part of the General Fund to be transferred to the Riverfront/Central Core Fund to remove the Minutes of Study Sessions of September 18 and 19,2017 $350,000 shortfall in the General Fund and add 0.5 mills back to the Capital Projects Fund that was previously transferred to the General Fund to balance. $150,000 designated for tennis courts at Riverview Park; $100,000 designated for a potential new economic development opportunity in Riverside Village; Balance available for one time purchases of tourism related purchases as approved by Council; Increase millage rate 3.0 mills Provides $285,000 to the General Fund; Designated for vehicle/equipment replacement and purchases; Maintains the same level of service provided by the City as the 2017 Budget; He further directed them to review fees and costs within the departments and to make any appropriate changes to such fees and costs. The proposed Annual Consolidated Budget for Fiscal Year 2018 will be submitted for Council's formal consideration on first reading at the October 16, 2017, meeting. A public hearing will be held prior to first reading.
