ORDER OF BUSINESS
The study session meeting of July 17, 2017, having been duly publicized, was called to order by
Mayor Pettit at 6:00 p.m. in the Council Conference room on the third floor of the Municipal
Center and adjourned at 7:00 p.m.
Per Section 30-4-80(e) notice of the meetings by email was sent out to the current maintained
"Agenda Mailout" list consisting of news media outlets and individuals or companies requesting
notification. Notice of the meetings was also posted on the outside doors of the Municipal
Center, the main bulletin board of the Municipal Center located on the first floor, and the City of
North Augusta website.
Members present were Mayor Pettit and Councilmembers Adams, Carpenter, and McDowell.
Councilmembers Brooks was absent because he was on vacation.
Also in attendance were Kelly F. Zier, City Attorney; Cammie T. Hayes, Director of Finance;
Richard L. Meyer, Director of Parks, Recreation, & Tourism; Charles B. Martin, Interim
Director of Planning and Development; John C. Thomas, Director of Public Safety; Thomas C.
Zeaser, Director of Engineering and Public Works; James E. Sutton, Director of Public Services;
and Diana H. Miller, Manager of Human Resources.

ITEM 1. CITY COUNCIL AGENDA: Items on the July 17, 2017 Council Agenda —
Council Discussion
Council reviewed the items scheduled for the July 17, 2017, meeting.
ITEM 2. ECONOMIC DEVELOPMENT: Riverside Village at Hammond's Ferry
— Council Update
James Dean, the City's Owner's Representative updated Mayor and Council on
the stadium progress in the Riverside Village at Hammond's Ferry Project.

Ballpark Construction Progress:
• Construction Schedule — Good progress.
• Owner Furnished Items— Procurement underway, several contract awards
pending.
• Right Field Buildings — Installation of Steel, underground plumbing, & masonry
in progress.
• Left Field Buildings — Installation of Concrete slabs and stair/elevator shaft walls
is at 90%. Installing structural steel and metal decking, and Metal Stud walls
to follow.
• Concourse — Installation of Seating area concrete & underground M/E/P is at
70%.
• Outfield Wall &Wet Well Systems — proceeding Right Field to Left Field, finish at
wet well; Path Forward in place for soil excavation issues.

• Soil Challenges — Swale resolved. Working through soil conditions in Right
Field.
ITEM 3. PARKS, RECREATION, AND TOURISM: Bergen Road/Greeneway
Tunnel Project—Council Update
Director of Engineering and Public Works, Tom Zeaser, updated Mayor and
Council on the Bergen Road/Greeneway Tunnel Project.
The low-bidder was Beam's Contracting, with a bid of$724,615.82. The City's
available remaining funding is $481,528, resulting in a shortfall of approximately
$243,088. Director of Finance, Cammie Hayes, and Director of Engineering and
Public Works, Tom Zeaser, presented the following options to Council to fund
this difference, including:
• Accrued interest in the Sales Tax 2 Fund of$179,000
• Re-allocation of funding from another Sales Tax 2 project such as
"Intersection Improvements"
• Re-allocation of funding from a Sales Tax 3 project, such as "Greeneway
Expansion, Extension, Connectors and Crossing Improvements"
• Capital Projects Fund
After the update, it was the general consensus of Council that that the deficit
should be funded first with the accrued interest in Sales Tax 2, and then from the
Sales Tax 3 "Greeneway" Fund.
A Resolution approving the contract with Beam's Construction and formalizing
the project funding will be presented to Council at the next regular meeting.
ITEM 4. PUBLIC SAFETY: El Pumper Fire Truck Repairs — Council Update
Director of Public Safety, John Thomas, updated Mayor and Council on the
repairs needed for the El Pumper fire truck.
After the update, it was the general consensus of Council that Public Safety
should rebuild the engine.
There being no further business, Council adjourned at 7:00 p.m.
