ORDER OF BUSINESS
The study session meeting of July 3, 2017, having been duly publicized, was called to order by
Mayor Pettit at 6:00 p.m. in the Council Conference room on the third floor of the Municipal
Center and adjourned at 6:55 p.m.
Per Section 30-4-80(e) notice of the meetings by email was sent out to the current maintained
"Agenda Mailout" list consisting of news media outlets and individuals or companies requesting
notification. Notice of the meetings was also posted on the outside doors of the Municipal
Center, the main bulletin board of the Municipal Center located on the first floor, and the City of
North Augusta website.
Members present were Mayor Pettit and Councilmembers Adams, Carpenter, and McDowell.
Councilmembers Brooks, Dickert, and McGhee were absent because they were on vacation.
Also in attendance were B. Todd Glover, City Administrator; Kelly F. Zier, City Attorney;
Cammie T. Hayes, Director of Finance; Richard L. Meyer, Director of Parks, Recreation, &
Tourism; Charles B. Martin, Interim Director of Planning and Development; John C. Thomas,
Director of Public Safety; Thomas C. Zeaser, Director of Engineering and Public Works; Diana
H. Miller, Manager of Human Resources; and Donna B. Young, City Clerk.
Minutes of Study Session of July 3,2017
ITEM 1. CITY COUNCIL AGENDA: Items on the July 3, 2017 Council Agenda —
Council Discussion
Council reviewed the items scheduled for the July 3, 2017, meeting.
ITEM 2. PUBLIC SAFETY: Public Safety Neeeds— Council Update
Director of Public Safety, John Thomas, updated Mayor and Council on the
Public Safety space needs.
After the update, it was the general consensus of Council that Public Safety
should move forward with the repairs to the current building.
ITEM 3. PERSONNEL: Executive Session—Request of the City Administrator
On motion by Councilmember McDowell, second by Councilmember Carpenter,
and in compliance with Section 30-4-70 (a) (1) the City Administrator requested
an executive session for the purpose of discussing individual compensation of
City personnel.
Only Mayor and Council; City Administrator, Todd Glover; City Attorney, Kelly
Zier; Director of Finance, Cammie Hayes; Manager of Human Resources, Diana
Miller, and City Clerk, Donna Young were in attendance for the executive
session.
On motion by Councilmember McDowell, second by Councilmember Carpenter,
the executive session was adjourned.
Action was taken in the regular Council meeting of July 3, 2017. Please
see the minutes of the regular meeting of July 3, 2017 regarding the
adoption of Resolution 2017-28.
There being no further business, Council adjourned at 6:55 p.m.
