ORDER OF BUSINESS
The study session meeting of June 19, 2017, having been duly publicized, was called to order by
Mayor Pettit at 6:00 p.m. in the Council Conference room on the third floor of the Municipal
Center and adjourned at 6:50 p.m.
Per Section 30-4-80(e) notice of the meetings by email was sent out to the current maintained
"Agenda Mailout" list consisting of news media outlets and individuals or companies requesting
notification. Notice of the meetings was also posted on the outside doors of the Municipal
Center, the main bulletin board of the Municipal Center located on the first floor, and the City of
North Augusta website.
Members present were Mayor Pettit and Councilmembers Adams, Brooks, Carpenter, Dickert,
and McGhee. Councilmember McDowell was absent due to work responsibilities.
Also in attendance were B. Todd Glover, City Administrator; Kelly F. Zier, City Attorney;
Cammie T. Hayes, Director of Finance; Charles B. Martin, Interim Director of Planning and
Development; John C. Thomas, Director of Public Safety; Thomas C. Zeaser, Director of
Engineering and Public Works; James E. Sutton, Director of Public Services; and Donna B.
Young, City Clerk.

ITEM 1. CITY COUNCIL AGENDA: Items on the June 19, 2017 Council Agenda —
Council Discussion
Council reviewed the items scheduled for the June 19, 2017, meeting.
ITEM 2. ECONOMIC DEVELOPMENT: Riverside Village at Hammond's Ferry —
Council Update
In the absence of James Dean, the City's Owner's Representative, City
Administrator, Todd Glover, updated Mayor and Council on the Riverside Village
at Hammond's Ferry project. The project is on schedule for opening day in 2018.
Substantial progress has been made on the right field buildings, the left field
buildings, and the concourse. Contaminated soil has been found on the site from
either diesel fuel or #6 fuel oil from past use. This is being addressed by
excavating the contaminated soil and replacing it with good backfill soil. The
contaminated soil has impacted the water at the site and is being addressed. The
stadium is currently within its approved budget, but the City continues to monitor
the costs that might arise as a result of the contaminated soil issue. 5 Requests for
Qualifications were posted on June 14, 2017 with a due date of July 7. The
additional parcels connected with the project continue to be negotiated and work
their way through the City of North Augusta's approval process.
There being no further business, Council adjourned at 6:50 p.m.
