ORDER OF BUSINESS
REGULAR MEETING
The regular meeting of June 19, 2017, having been duly publicized, was called to order by
Mayor Pettit at 7:00 p.m. and adjourned at 7:15 p.m. Per Section 30-4-80(e) notice of the
meeting by email was sent out to the current maintained "Agenda Mailout" list consisting of
news media outlets and individuals or companies requesting notification. Notice of the meeting
was also posted on the outside doors of the Municipal Center, the main bulletin board of the
Municipal Center located on the first floor, and the City of North Augusta website.
Mayor Pettit rendered the invocation and led in the Pledge of Allegiance.
Members present were Mayor Pettit and Councilmembers Adams, Brooks, Carpenter, Dickert,
and McGhee. Councilmember McDowell was absent due to work responsibilities.
Also in attendance were B. Todd Glover, City Administrator; Kelly F. Zier, City Attorney;
Cammie T. Hayes, Director of Finance; Charles B. Martin, Interim Director of Planning and
Development; John C. Thomas, Director of Public Safety; Thomas C. Zeaser, Director of

Engineering and Public Works; James E. Sutton, Director of Public Services; and Donna B.
Young, City Clerk.
The minutes of the regular and study session meetings of June 5, 2017, and the study session
meeting of June 12, 2017,. were approved by general consent.
ITEM 1. CITY PROPERTY: Authorizing the Acceptance of 1.48 Acres of Land
from the Aiken County Forfeited Land Commission
for Use as Greeneway Trailhead Parking- Resolution
On motion by Councilmember Brooks, second by Councilmember Dickert,
Council unanimously passed a resolution authorizing the acceptance of 1.48 acres
of land from the Aiken County Forfeited Land Commission for use as Greeneway
Trailhead Parking.

RESOLUTION NO. 2017-27
A RESOLUTION AUTHORIZING THE ACCEPTANCE OF 1.48 ACRES OF LAND FROM
THE AIKEN COUNTY FORFEITED LAND COMMISSION FOR USE AS GREENEWAY
TRAILHEAD PARKING
WHEREAS, parcel #011-07-04-004 was delinquent in taxes and not sold at the
tax sale, and
WHEREAS, the land was conveyed to the Aiken County Forfeited Land
Commission, and
WHEREAS, the City of North Augusta requested the land from the Aiken County
Forfeited Land Commission in 2015, and
WHEREAS, the Aiken County Forfeited Land Commission did vote in the
affirmative in 2016 to convey the land to the City of North Augusta,
NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the
City of North Augusta, in meeting duly assembled and by the authority thereof, that:
1. The City hereby accepts 1.48 acres of land from the Aiken County
Forfeited Land Commission on Ascauga Lake Road, Parcel # 011-07-04-
004.
2. The City will pay the Aiken County Forfeited Land Commission a sum
not to exceed $18,668.95, representing delinquent county and school
hoard taxes.
3. Payment is to be made from the Capital Projects Fund.
4. The City Administrator is hereby authorized to execute any documents as
may be necessary to accept said property.

NORTH AUGUSTA, SOUTH CAROLINA, ON THIS THE 19TH DAY OF JUNE,2017.
ITEM 2. ECONOMIC DEVELOPMENT: Riverside Village at Hammond's Ferry -
Update
At the request of the Mayor, City Administrator, Todd Glover, gave an update on
the Riverside Village at Hammond's Ferry project. The project is on schedule for
opening day in 2018. Substantial progress has been made on the right field
buildings, the left field buildings, and the concourse. Contaminated soil has been
found on the site from either diesel fuel or #6 fuel oil from past use. This is being
addressed by excavating the contaminated soil and replacing it with good backfill
soil. The contaminated soil has impacted the water at the site and is being
addressed. The stadium is currently within its approved budget, but the City
continues to monitor the costs that might arise as a result of the contaminated soil
issue. 5 Requests for Qualifications were posted on June 14, 2017 with a due date
of July 7. The additional parcels connected with the project continue to be
negotiated and work their way through the City of North Augusta's approval
process.
There being no further business, Council adjourned at 7:15 p.m.
