ORDER OF BUSINESS
REGULAR MEETING
The regular meeting of December 5, 2016, having been duly publicized, was called to order by
Mayor Jones at 7:00 p.m. and adjourned at 8:20 p.m. Per Section 30-4-80(e) notice of the
meeting by email was sent out to the current maintained "Agenda Mailout" list consisting of
news media outlets and individuals or companies requesting notification. Notice of the meeting
was also posted on the outside doors of the Municipal Center, the main bulletin board of the
Municipal Center located on the first floor, and the City of North Augusta website.
Mayor Jones rendered the invocation and led in the Pledge of Allegiance.
Members present were Mayor Jones and Councilmembers Adams, Brooks, Carpenter, Dickert,
McDowell, and McGhee.
Also in attendance were B. Todd Glover, City Administrator; Kelly F. Zier, City Attorney;
Cammie T. Hayes, Director of Finance; Richard L. Meyer, Director of Parks, Recreation, &
Tourism; Scott L. Sterling, Director of Planning and Development; John C. Thomas, Director of

The minutes of the regular and study session meetings of November 21, 2016, were approved by
general consent.
ITEM 1. ELECTIONS: 2017 Municipal Election — Establishing Dates — Ordinance,
Third and Final Reading
On motion by Mayor Jones, second by Councilmember McDowell, Council
unanimously adopted an ordinance on third and final reading establishing the
dates for the 2017 Municipal election for Mayor and three members of City
Council. The terms of Mayor Lark W. Jones and Councilmembers Pat C.
Carpenter, Fletcher L. Dickert, and David W. McGhee will expire on May 1,
2017.

ITEM 2. PARKS, RECREATION, AND TOURISM: Accepting from North Augusta
Forward the Downtown
Greeneway Connector Study
Conducted by Alta Planning
and Design and Acknowledging
the Contribution of Savannah
River Nuclear Solutions for its
Funding of the Study -
Resolution
On motion by Councilmember Dickert, second by Councilmember Brooks,
Mayor and Council passed a resolution accepting from North Augusta Forward the
Downtown Greeneway Connector Study conducted by Alta Planning and Design and
acknowledging the contribution of Savannah River Nuclear Solutions for its funding of
the study.

ACCEPTING FROM NORTH AUGUSTA FORWARD THE DOWNTOWN GREENEWAY
CONNECTOR STUDY CONDUCTED BY ALTA PLANNING AND DESIGN AND
ACKNOWLEDGING THE CONTRIBUTION OF SAVANNAH RIVER NUCLEAR
SOLUTIONS FOR ITS FUNDING OF THE STUDY

WHEREAS, the Greeneway has become one of North Augusta's most beloved
and utilized amenities, resulting in thousands of daily users who enjoy the scenic views and safe
environs, and
WHEREAS, the Greeneway is not only enjoyed by the citizens of North Augusta
but residents throughout the area who travel to our City to enjoy this unique amenity, and
WHEREAS, the Mayor and City Council have determined that this recreational
amenity could also aid in economic development of our downtown by introducing pedestrians to
existing and future businesses, and
WHEREAS, North Augusta Forward, an eleemosynary organization whose
mission is to help improve North Augusta through quality of life and economic development
initiatives brought forth the idea of the Downtown Greeneway Connector, and
WHEREAS, North Augusta Forward was able to commission a study of the
Downtown Greeneway Connector through the generous donation of$25,000 by Savannah River
Nuclear Solutions,
NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the
City of North Augusta, South Carolina in a meeting duly assembled and by the authority thereof
that the City endorses the concept of the Downtown Greeneway Connector as an economic
driver for downtown and hereby accepts the Alta Downtown Greeneway Connector study.
Be it further resolved that the City Administrator is authorized to work with staff
to determine existing or future funding sources to assist in the implementation of the Alta study.
DONE, RATIFIED AND ADOPTED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
NORTH AUGUSTA, SOUTH CAROLINA, ON THIS THE DAY OF DECEMBER, 2016.
ITEM 3. STORMWATER: Authorization to the City of North Augusta to
Enter into Professional Engineering Services
Contracts with Multiple Firms to Perform
Design Services for Various Storm Drainage
Capital Improvement Projects —Resolution
On motion by Councilmember Carpenter, second by Councilmember McGhee,
Council unanimously passed a resolution authorizing the City of North Augusta to
enter into professional engineering services contracts with multiple firms to perform
design services for various storm drainage Capital Improvement Projects.

RESOLUTION NO. 2016-35
AUTHORIZING THE CITY OF NORTH AUGUSTA
TO ENTER INTO PROFESSIONAL ENGINEERING SERVICES CONTRACTS
WITH MULTIPLE FIRMS TO PERFORM DESIGN SERVICES FOR VARIOUS STORM
DRAINAGE CAPITAL IMPROVEMENT PROJECTS

WHEREAS, the City of North Augusta desires to retain the services of multiple
engineering firms to provide on-call services related to the design of various storm drainage
capital improvement projects; and
WHEREAS, 7 firms responded to a "Request for Qualifications" and were
reviewed by a committee consisting of the Director of Engineering & Public Works, the
Stormwater Manager, the Superintendent of Streets & Drains, and Councilmember Bob Brooks;
and
WHEREAS, based upon the ranking of the firms, it has been determined that the
following 3 firms should be engaged by contract for the purposes of performing such services:
Cranston Engineering Group, P.C.;
Johnson, Laschober & Associates, P.C.; and
W.R. Toole Engineers, Inc.
NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the
City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof
that the City is authorized to enter into professional engineering services contracts with the above
listed firms for the provision of storm drainage engineering services.
BE IT FURTHER RESOLVED that the City Administrator is authorized to
execute such documents as necessary to enter into said contracts.
BE IT FURTHER RESOLVED that funding for the storm drainage engineering
services shall be from the Stormwater Utility Fund.
