McGhee, Councilmember ORDER OF BUSINESS REGULAR MEETING The regular meeting of July 18, 2016, having been duly publicized, was called to order by Mayor Jones at 7:10 p.m. and adjourned at 7:40 p.m. Per Section 30-4-80(e) notice of the meeting by email was sent out to the current maintained "Agenda Mailout" list consisting of news media outlets and individuals or companies requesting notification. Notice of the meeting was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal Center located on the first floor, and the City of North Augusta website. Mayor Jones rendered the invocation and led in the Pledge of Allegiance. Members present were Mayor Jones and Councilmembers Adams, Carpenter, Dickert, McDowell, and McGhee. Councilmember Brooks was on vacation. Also in attendance were B. Todd Glover, City Administrator; Kelly F. Zier, City Attorney; Cammie T. Hayes, Director of Finance; Richard L. Meyer, Director of Parks, Recreation, & Tourism; Scott L. Sterling, Director of Planning and Development; John C. Thomas, Director of Minutes of Regular Meeting of 07/18/16 Public Safety; James E. Sutton, Director of Public Services; Diana H. Miller, Manager of Human Resources; and Donna B. Young, City Clerk. The minutes of the regular and study session meetings of June 6, 2016, were approved by general consent. ITEM 1. PERSONNEL: Employee of the Quarter, April, May, and June, 2016 — Jose Chacon, Crew Leader for the Property Maintenance Division The City of North Augusta Employee Recognition Committee recognized the Employee of the Quarter for April, May, and June 2016, Jose Chacon, Crew Leader for the Property Maintenance Division. Jose began his employment with the City of North Augusta on August 2, 2006 as a groundsworker and has worked his way up to a Crew Leader position. When Jose was first hired, it was clear how much pride he took in his work and how his job sites were left when he was finished with them for the day. He takes great care in the appearance of the turf grass by changing his mowing directions every week and keeping straight lines. Jose was very instrumental in the maintenance of the landscape work that was installed on US Highway 1. Superintendent of Property Maintenance Roy Kibler describes how one day while on the job site he saw Jose mowing the Asiatic Jasmine groundcover with a walker mower and that he had never seen or heard of anyone doing that. Jose explained that it kept the Jasmine short and in a well- groomed appearance. Roy finally knew how Jose was keeping the groundcover so neat and trim. Jose took it upon himself to do this task and over the years it has proven to be a very successful maintenance task. Since it has worked so well on the US 1 property, the Property Maintenance Division has trained all of the crews to perform the same task on the rest of the jasmine groundcovers on other sites. As the Property Maintenance division has grown with the addition of the Riverfront Greeneway, the Municipal Center, Center Street, West Avenue Streetscape, Brick Pond Park, Boeckh Park, Piedmont Commons, and the Riverfront Greeneway Island, a new maintenance route was created with all of these properties and Jose is the man in charge. Roy Kibler receives calls from citizens wanting to know how the City keeps Center Street so manicured in such a way that it always has a crisp, clean appearance. The explanation is a dedicated crew led by Jose Chacon that takes great pride in how the areas of their responsibility look at the end of each day. Jose takes it upon himself to make changes in the mowing direction if he sees the turf being scalped due to any undulations. Jose's route speaks for itself for the level of quality that he and his co-workers maintain. Jose is not one that needs to be watched over or told what to do. If he sees something on his job sites that need to addressed he will either take Minutes of Regular Meeting of 07/18/16 care of the issue himself or let his foreman be aware of the issue so it can be corrected. Jose Chacon is a great asset to the Property Maintenance Division and the City of North Augusta. Congratulations to Jose Chacon, our Employee of the second quarter of 2016. Jose received a plaque, a $25 gift certificate to SMS Sportsworld, and a $25 Wal- Mart gift card. ITEM 2. ADMINISTRATION: Adoption of Title VI Non-Discrimination and Limited English Proficiency Plans - Resolution On motion by Councilmember Carpenter, second by Councilmember McGhee, Council unanimously passed a resolution adopting the Title VI Non- Discrimination and Limited English Proficiency Plans. The resolution text is as follows: RESOLUTION NO. 2016-21 ADOPTING TITLE VI NON-DISCRIMINATION AND LIMITED ENGLISH PROFICIENCY PLANS WHEREAS, in accordance with Title VI of the Civil Rights Act of 1964 and associated non-discrimination laws in regard to access to services and activities provided by federal agencies and recipients of federal assistance, the City of North Augusta's Title VI Non-Discrimination Plan was drafted to reaffirm the City of North Augusta's policy to allow all individuals the opportunity to participate in federal financially assisted services, and WHEREAS, in accordance with Title VI non-discrimination laws in regard to providing appropriate access to services and activities provided by federal agencies and recipients of federal assistance, the Limited English Proficiency Plan was drafted to define how the City of North Augusta will accommodate persons with Limited English Proficiency; and WHEREAS, individuals who do not speak English well and who have a limited ability to read, write, speak, or understand English are entitled to language assistance under Title VI of the Civil Rights Act of 1964 with respect to a particular type of service, benefit, or encounter. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of North Augusta, South Carolina approve and adopt the Title VI Non- Discrimination Plan for the City of North Augusta, and Minutes of Regular Meeting of 07/18/16 BE IT FINALLY RESOLVED that the City Council of the City of North Augusta, South Carolina approve and adopt the Limited English Proficiency Plan for the City of North Augusta. DONE, RATIFIED AND ADOPTED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF NORTH AUGUSTA, SOUTH CAROLINA, ON THIS THE DAY OF , 2016. ITEM 3. CITIZEN COMMENTS: Adam Pankow, 1882 Knobcone Avenue, North Augusta, South Carolina Adam Pankow, 1882 Knobcone Avenue, North Augusta, South Carolina, addressed Mayor and Council with the following concerns: Updated fiber optics in the City of North Augusta; use of crowd funding for Splash Pad at Colonel Hammond Park; maintenance on tree stumps where the woodchips have washed away at Colonel Hammond Park; possibility of stop light at Martintown and Knobcone; possible Greeneway path toward Knobcone; and a 5 mile drop in the speed limit sign on Knobcone and Martintown Roads. ITEM 4. CITIZEN CONCERN: Trina Mackie, 1970 Bunting Drive, North Augusta, South Carolina Trina Mackie, 1970 Bunting Drive, North Augusta, South Carolina, addressed Mayor and Council regarding what is being done about having a dialogue about race relations. Mayor Jones explained that he has had many conversations with John Thomas, Director of Public Safety; and has reached out to the NAACP local leaders but has not had a response. Mayor Jones agreed that being proactive was the best approach and encouraged her to meet with Chief Thomas, and Mayor and Council to start conversations on ways to improve race relations in the City of North Augusta.
