ORDER OF BUSINESS
REGULAR MEETING
The regular meeting of June 20, 2016, having been duly publicized, was called to order by
Mayor Jones at 7:00 p.m. and adjourned at 7:55 p.m. Per Section 30-4-80(e) notice of the
meeting by email was sent out to the current maintained "Agenda Mailout" list consisting of
news media outlets and individuals or companies requesting notification. Notice of the meeting
was also posted on the outside doors of the Municipal Center, the main bulletin board of the
Municipal Center located on the first floor, and the City of North Augusta website.
Mayor Jones rendered the invocation and led in the Pledge of Allegiance.
Members present were Mayor Jones and Councilmembers Adams, Brooks, Carpenter, Dickert,
McDowell, and McGhee.
Also in attendance were B, Todd Glover, City Administrator; Cammie T. Hayes, Director of
Finance; Richard L. Meyer, Director of Parks, Recreation, & Tourism; Thomas C. leaser,
Director of Engineering and Public Works; James F. Sutton, Director of Public Services; Diana
H. Miller, Manager of Human Resources; and Donna B. Young, City Clerk.

The minutes of the regular and study session meetings of June 6, 2016, were approved by general
consent.
ITEM 1. FINANCE: Amending Purchasing Procedures for the City of North
Augusta by Revising Chapter 2, Entitled "Administration",
Article XI. Entitlted "Purchasing" — Ordinance, Third and
Final Reading
On motion by Councilmember Brooks, second by Councilmember McGhee,
Council unanimously adopted an ordinance on third and final reading amending
Purchasing Procedures for the City of North Augusta by revising Chapter 2,
entitled ``Administration", Article Xl. Entitled, "Purchasing.

ITEM 2. ZONING: North Augusta Development Code, Proposed Text Amendment
(Application RZT 16-005, Amendment A — Farmers Markets
and associated definitions) — Ordinance, Third and Final
Reading
On motion by Councilmember Carpenter, second by Mayor Jones, Council
unanimously adopted an ordinance on third and final reading to amend Article 4,
Supplemental Use Regulations, and Appendix A, Definitions, related to Farmers
Markets, of the North Augusta Development Code, Chapter 18 of the City of
North Augusta, South Carolina Code of Ordinances.

ITEM 3. ZONING: North Augusta Development Code, Proposed Text Amendment
(Application RZT 16-005, Amendment B — Mobile Food
Vending and associated definitions) — Ordinance, Third and
Final Reading
On motion by Councilmember McDowell, second by Councilmember McGhee,
Council unanimously adopted an ordinance on third and final reading to amend
the Development Code of the City of North Augusta, South Carolina by amending
Article 4, Supplemental Use Regulations, and Appendix A, Definitions related to
mobile food vending, of the North Augusta Development Code, Chapter 18, of
the City of North Augusta South Carolina Code of Ordinances.
Prior to the vote, Enrique Romero, owner of the Brown Bag Food Truck, 610
Westbury Drive, Augusta, Georgia, addressed Mayor and Council regarding
mobile food vending. Mr. Romero praised the City of North Augusta for its
vision for allowing food trucks in the City and looked forward to operating his
food truck in the City.

ITEM 4. ZONING: North Augusta Development Code, Proposed Text Amendment
(Application RZT 16-005, Amendment C — Georgia Avenue
Overlay District boundaries and development standards) —
Ordinance, Third and Final Reading
On motion by Councilmember Carpenter, second by Mayor Jones, Council
unanimously adopted an ordinance on third and final reading to amend the
Development Code of the City of North Augusta, South Carolina by amending
Article 3, Zoning Districts, Related to Georgia Avenue District Boundaries and
Development Standards, of the North Augusta Development Code, Chapter 18, of
the City of North Augusta South Carolina Code of Ordinances.

ITEM 5. STREETS AND DRAINS: Citizen Comment by Bruce R. Boyajian Re
Walnut Lane
Citizen comment was made by Bruce R. Boyajian from Belvedere, South
Carolina, regarding the trucks that are traveling on Walnut Lane and destroying
the road. Mayor Jones directed Chief Thomas to monitor and enforce the speed
limit violations by these trucks. Mayor Jones further directed Chief Thomas and
City Attorney, Kelly Zier, to review enforcement issues regarding a state road
within the City of North Augusta.
ITEM 6. ECONOMIC DEVELOPMENT: Citizen Comment by Ted Wasserlein Re
Project Jackson
Citizen comment was made by Ted Wasserlein, 455 Arrington Avenue, North
Augusta, South Carolina regarding the proposed Project Jackson apartment
complex and his concerns regarding traffic and design. City Administrator, Todd
Glover, will be meeting with Mr. Wasserlein regarding the traffic study and
design to further answer his concerns.
ITEM 7. AGENDA PROTOCOL: Citizen Comment by Bob Pettit Re Ordinance
Procedure
Citizen comment was made by Bob Pettit, 70 Fulton Street, North Augusta, South
Carolina regarding the process of adopting an ordinance in the City of North
Augusta.
Minutes of Regular Meeting of 06/20/16
Mayor Jones cited that our City Code (Chapter 2, Article II, Division 1, Section 2-33
(C) (2) states that:
All ordinances shall have three (3) separate readings. First and second readings of
an ordinance may be held on the same day unless two (2) or more members of
council present and voting object. Second and third readings shall be held on two (2)
separate days with at least six (6) days between.
There being no further business, Council adjourned at 7:55 p.m.
