ORDER OF BUSINESS
The study session meeting of June 6, 2016, having been duly publicized, was called to order by
Mayor Jones at 6:00 p.m. in the Council Conference room on the third floor of the Municipal
Center; and adjourned at 7:00 p.m.
Per Section 30-4-80(e) notice of the meetings by email was sent out to the current maintained
"Agenda Mailout" list consisting of news media outlets and individuals or companies requesting
notification. Notice of the meetings was also posted on the outside doors of the Municipal
Center, the main bulletin board of the Municipal Center located on the first floor, and the City of
North Augusta website.
Members present were Mayor Jones and Councilmembers Adams, Brooks, Carpenter, Dickert,
McDowell, and McGhee.
Also in attendance were B. Todd Glover, City Administrator; Kelly F. Zier, City Attorney;
Cammie T. Hayes, Director of Finance; Richard L. Meyer, Director of Parks, Recreation, &
Tourism; Scott L. Sterling, Director of Planning and Development; James E. Sutton, Director of
Public Services; Diana H. Miller, Manager of Human Resources; and Donna B. Young, City
Clerk.
ITEM 1. CITY COUNCIL AGENDA: Items on the June 6, 2016 Council Agenda —
Council Discussion
Council reviewed the items scheduled for the June 6, 2016 meeting.

ITEM 2. FINANCE: South Carolina Public Employee Benefit Authority Increase —
Council Update
The South Carolina Public Employee Benefit Authority approved a .5% increase
in both employee and employer contribution rates for the SC Retirement System
and the Police Officers Retirement System. Contributions are expected to
increase effective July 1, 2016.
City Administrator, Todd Glover, and Director of Finance, Cammie Hayes,
updated Mayor and Council on the budget impact of this increase.
ITEM 3. LEGAL: Executive Session —Request of the City Attorney
On motion by Councilmember McDowell, second by Councilmember Carpenter,
and in compliance with Section 30-4-70 (a) (2) the City Attorney requested an
executive session for the purpose of:
Legal advice re: Aiken Communications vs. SCLED and City of North Augusta,
Aiken County Court of Common Pleas CA# 201 S-CP-02-01369; Carolina Pines,
LLC v. City of Abbeville Public Works, City Of North Augusta, et al., Richland
County Court of Common Pleas CA# 2016-CP-40-00842 and Donohue v. City of
North Augusta, Aiken County Court of Common Pleas CA#2013-CP-02-02781.
There was no action to report out.
ITEM 4. LEGAL: Executive Session—Request of the City Administrator
On motion by Councilmember McDowell, second by Councilmember Carpenter,
and in compliance with Section 30-4-70 (a) (5) the City Administrator requested
an executive session for the purpose of:
(5) Discussion of matters relating to the proposed location, expansion, or the
provision of services encouraging location or expansion of industries or other
businesses in the area served by the public body.
Discussion of Project Jackson's Master Development Agreement
There was no action to report out.
