McGhee, Councilmember ORDER OF BUSINESS REGULAR MEETING The regular meeting of April 4, 2016,. having been duly publicized, was called to order by Mayor Jones at 7:05 p.m. and adjourned at 7:25 p.m. Per Section 30-4-80(e) notice of the meeting by email was sent out to the current maintained -Agenda Mailout" list consisting of news media outlets and individuals or companies requesting notification. Notice of the meeting was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal Center located on the first floor, and the City of North Augusta website. Mayor Jones rendered the invocation and led in the Pledge of Allegiance. Members present were Mayor Jones and Councilmembers Adams, Brooks, and Carpenter. Councilmembers Dickert, McDowell, and McGhee were out of town. Also in attendance were B. Todd Glover, City Administrator; Richard L. Meyer, Director of Parks, Recreation, and Tourism; John C. Thomas, Director of Public Safety; Diana H. Miller, Manager of Human Resources; and Donna B. Young, City Clerk. Minutes of Regular Meeting of 04/04/16 The minutes of the regular and study session meetings of March 21, 2016,. and the joint study session meeting of March 31, 2016, were approved by general consent. ITEM 1. PERSONNEL: Employee of the Quarter, January, February, and March, 2016 — Dottie Price, Dispatcher for the Department of Public Safety The City of North Augusta Employee Recognition Committee recognized the Employee of the Quarter for January, February, and March, 2016, Dottie Price, Dispatcher for the Department of Public Safety. Dottie started her employment with the City of North Augusta on February, 18, 1998. Dottie is currently assigned to the Public Safety Communication Center and the duties of TAC officer along with normal dispatch duties. These additional duties include keeping the North Augusta Department of Public Safety agency in compliance with SLED and FBI procedures related to the National Crime Information Center. In the past three years, the Communication Center has been overhauled related to procedures and documentation. Ms. Price took the position of TAC officer and has worked above expectations to make the agency compliant. The Department of Public Safety has had three audits from SLED relating to NCIC compliance with the most recent being the first of March, 2016. The audits were almost perfect, a great accomplishment thanks to the hard work and many hours Ms. Price has devoted to the task. To reach this goal Ms. Price had to start from the beginning reorganizing and creating proper procedures related to information that has to be tracked. All files in the Communication Center are in compliance and personnel are trained to the minimum standards of which. Ms. Price keeps track of. Dottie Price is a tremendous asset to the Department of Public Safety and the City of North Augusta workforce. The City of North Augusta is indeed fortunate to have such a high caliber, dedicated employee like Dottie Price Congratulations to Dottie Price, our Employee of the first quarter of 2016. Dottie received a plaque, a $25 gift certificate to SMS Sportsworld, and a $25 Wal-Mart gift card. Minutes of Regular Meeting of 04/04/16 ITEM 2. ZONING: North Augusta Development Code, Proposed Text Amendment (Application RZT 16-003) — Ordinance, Third and Final Reading - Tabled On motion by Mayor Jones, second by Councilmember Adams, Council unanimously tabled this ordinance on third and final reading. ITEM 2. ECONOMIC DEVELOPMENT: Authorizing the City Administrator to Execute a Contract with Brassfield and Gorie, LLC Related to the Construction of the Stadium within Project Jackson Resolution This item was not removed from the table. ITEM 3. CITIZEN COMMENTS: Economic Development Concerns The following individual provided comments regarding the proposed purchase of the Seven Gables property.
