ORDER OF BUSINESS
The joint study session meeting of the City Council and the Planning Commission of March 31,
2016, having been duly publicized, was called to order by Mayor Jones at 6:30 p.m. in the
Palmetto Terrace room on the fourth floor of the Municipal Center; and adjourned at 9:45 p.m.
Per Section 30-4-80(e) notice of the meetings by email was sent out to the current maintained
"Agenda Mailout" list consisting of news media outlets and individuals or companies requesting
notification. Notice of the meetings was also posted on the outside doors of the Municipal
Center, the main bulletin board of the Municipal Center located on the first floor, and the City of
North Augusta website.
City Council Members present were Mayor Jones and Councilmembers Adams, Brooks,
Carpenter, Dickert, McDowell, and McGhee.
Planning Commission Members present were: Chairman Chip Burnett and Commissioners
Len Carter, Tim Key, JoAnn McKie, Larry Watts and Briton Williams. Commissioner Bob
Clark, was absent.
Also in attendance were B. Todd Glover, City Administrator; Kelly F. Zier, City Attorney; Scott
L. Sterling, Director of Planning and Development; Diana H. Miller, Manager of Human
Resources; and Donna B. Young, City Clerk.

The following topics were scheduled to be discussed and reviewed.
Vision for Downtown
Amendments to the Georgia Avenue Overlay District
Food Truck regulations
EFIS siding discussion
No public comment was had during this study session since no formal action would be
taken at the meeting.
If formal action is taken at a future City Council meeting, public input will be heard at
that time.
Following the meeting, it was the general consensus of Mayor and Council and the
Planning Commission that connecting the Greeneway to downtown North Augusta was a
positive addition for the City of North Augusta; that Director of Planning, Scott Sterling, would
send out an email seeking answers to questions regarding food truck regulations and compile a
draft ordinance accordingly; that Director of Planning Scott Sterling, would schedule a Public
Hearing at the April 21, 2016, Planning Commission meeting to consider the Highway Corridor
Overlay amendment of permitted materials related to EFIS; and that a follow-up joint meeting of
the Planning Commission and City Council would be scheduled for April 28, 2016 (time to be
determined) to discuss the Georgia Overlay District proposed amendments.
The meeting adjourned at 9:45 p.m.
