ORDER OF BUSINESS
The study session meeting of February 6, 2012, having been duly publicized, was called to order
by Mayor Jones at 6:15 p.m. in the Council Conference room on the third floor of the Municipal
Center.
Members present were Mayor Jones and Councilmembers Adams, Baggott, Carpenter,
McDowell, Shealy, and Whinghter.
Also in attendance were B. Todd Glover, City Administrator; John P. Potter, Jr., Director of
Finance; Kelly F. Zier, City Attorney; Richard L. Meyer, Interim Director of Parks, Recreation,
and Leisure Services; Scott L. Sterling, Interim Director of Planning and Economic
Development; John C. Thomas, Director of Public Safety; Thomas C. Zeaser, Director of
Engineering and Public Works; James E. Sutton, Deputy Director of Public Services; Diana H.
Miller, Manager of Human Resources; and Donna B. Young, City Clerk.
ITEM 1 ENGINEERING: Proposed Engineering Agreement with Cranston
Engineering Group Re Hammond's Ferry—Council Update
Mayor and Council were updated by City Administrator, Todd Glover, on the
proposed engineering agreement with Cranston Engineering Group in regard to
Hammond's Ferry.
After review, it was the general consensus of Mayor and Council that this matter
should be considered at tonight's regular meeting.

ITEM 2. PARKS, RECREATION, & LEISURE SERVICES: Creighton Park
Donated Pavilion–Council Review and Update
Representatives from Leadership North Augusta, Roy Kibler and Brad Pond,
updated Council on plans to donate a pavilion at Creighton Park adjacent to the
playground.
ITEM 3. SANITATION: Sanitation Curbside Scrap Metal Scavengers – Council
Update
Deputy Director of Public Services, James Sutton, updated Council on the
problem of recycling materials placed curbside by customers for collection by the
City being removed by scavengers prior to commencement of sanitation routes.
After review, it was the general consensus of Mayor and Council that City
Attorney, Kelly Zier, should review what changes to the City's Code of
Ordinances should be made to deter this problem, and after review, make a
recommendation to City Council.
There being no further business, Council adjourned.
