RES 2015-15 Adopted RESOLUTION NO. 2015-15 A RESOLUTION RESCINDING RESOLUTION NO. 2015-14 ADOPTED BY COUNCIL ON APRIL 20, 2015 WHEREAS, by Resolution No. 2015-14, adopted by Council on April 20, 2015, the City awarded a contract to Vacvision Environmental, LLC for culvert rehabilitation on the Greeneway; and, WHEREAS, although Council authorized the awarding of the contract, the City, as of this date, has not entered into a formal contract with Vacvision Environmental, LLC relative to the Greeneway culvert rehabilitation; and, WHEREAS, following the decision by Council on April 20, 2015, the City received an inquiry related to such contract and ultimately a bid protest from another bidder on the project; and, WHEREAS, the City reviewed the protest information provided and, in addition, reconsidered the process that was to be used by Vacvision Environmental, LLC, centrifugally cast concrete pipe (CCCP) which is generally referred to as "spin casting"; and, WHEREAS, the protesting bidder also was to use the "spin casting" process; and, WHEREAS, although the "spin casting" process was an approved process included in the request for bids; and, WHEREAS, the alternate method for rehabilitation of the culvert was to be accomplished by process called "sliplining"; and, WHEREAS, the "sliplining" process is a well established procedure for this type of rehabilitation while the "spin casting" is much newer procedure with substantially less exhibited experience for the product; and, WHEREAS, after further consideration relative to the importance for the proper rehabilitation of the culvert; and, WHEREAS, being aware of the potential financial impact of a failure to such line; and, WHEREAS, the Mayor and City Council have determined that it is imperative that this line be repaired in a manner that provides the City with the most confidence that the procedure is adequate; and, WHEREAS, the Mayor and City Council have determined that it would be in the best interest of the City to rescind the previous contract award providing for the rehabilitation being done using the "spin casting" procedure and rebidding the project requiring that the rehabilitation be done by way of the "sliplining"procedure. NOW THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof do rescind Resolution No. 2015-14 awarding a contract to Vacvision Environmental, LLC for Greeneway Culvert Rehabilitation; and, BE IT FURTHER RESOLVED that all bids previously received relative to the Culvert Rehabilitation are rejected; and, BE IT FURTHER RESOLVED that the project shall immediately be rebid with only the "sliplining"rehabilitation process being considered; and BE IT FURTHER RESOLVED the City Administrator is authorized to execute any documents required to carry out the intents of this Resolution.
