RELATING TO THE DEPARTMENT OF PARKS, RECREATION, & LEISURE
SERVICES AND PROPERTY MAINTENANCE DIVISION OF PUBLIC WORKS FOR
FEDERAL ASSISTANCE TO SUPPORT TREE SERVICE WORK
FROM FEBRUARY ICE STORM
AUTHORIZING CONTRACT WITH TREE SERVICE CONTRACTORS
FOR TREE WORK AND DESIGNATING FUNDING SOURCES
WHEREAS, bids were received on May 19, 2014 for tree work on the
Greeneway, Living History Park, Creighton Park, Curtis Park, Edenfield Park, Leroy
Hammond Park, and Calhoun Park with said bids being as follows:

WHEREAS, under the provisions of FEMA, federal funding assistance is
requested to aid in financing the cost of the tree work that is a result of the Ice Storm; and
WHEREAS, a representative from FEMA has toured the Greeneway and
Parks and approved the work requested by the Parks, Recreation, & Leisure Services
Department and Property Maintenance Division of Public Works; and
WHEREAS, the City of North Augusta acknowledges that FEMA grants, if
approved, will be paid on a reimbursement basis, meaning that the City may request
payment only after eligible and allowable costs have already been paid and remitted to
vendors; and
WHEREAS, the City acknowledges that FEMA grants are federal funds and
as such, the City must comply with all applicable federal laws.
NOW, THEREFORE BE IT RESOLVED, by the Mayor and City Council
for the City of North Augusta in meeting duly assembled and by the authority thereof that
Kervin Brothers Construction Co., Inc. shall be awarded the contract for the Greeneway; Big
Dog Stump & Tree for Creighton Park and Leroy Hammond Park; and Arbor Equity for
Living History Park, Curtis Park, Edenfield Park, and Calhoun Park.
BE IT FURTHER RESOLVED that the funding source for this project shall
be the Capital Projects Fund.
BE IT FURTHER RESOLVED that upon completion of the project that
FEMA will reimburse the City of North Augusta 75% of the total cost of the contracts.
BE IT FURTHER RESOLVED that funding for this project shall be as
follows:
City of North Augusta Capital Projects Fund $128,525.00
FEMA 75% of this amount $120,125.00
FEMA Reimbursement $90,093.75
• $8,400 for rotten dead trees on
Greeneway is not covered by FEMA.
