ORDINANCE NO. 2013-10
TO ADOPT A GRANTS ACCOUNTING POLICY
FOR THE CITY OF NORTH AUGUSTA
WHEREAS, the City has previously adopted various Ordinances related to
financial policies for the City; and
WHEREAS, at the conclusion of the audit for 2012, the City's auditors
recommended that the City develop and formally adopt a GRANTS ACCOUNTING
POLICY, to be codified as part of the City Financial Policies; and
WHEREAS, the Mayor and City Council have determined that such
suggestion should be followed and have developed a Grants Accounting Policy.
NOW,THEREFORE, BE IT ORDAINED by the Mayor and City Council of
the City of North Augusta, South Carolina, in meeting duly assembled and by the authority
thereof, that:
I. Chapter Two, Article 1.1 Financial and Growth Policies is amended by adding the
following:
GRANTS ACCOUNTING POLICY
The City of North Augusta will pursue grants from all levels of government when it
is in the best interest of the City. All grants received by the City, either direct with
the City as the recipient or indirectly with the City as a sub-recipient, shall be
accounted for properly.
In order to insure that all City grants from federal agencies are properly reported on
the Schedule of Expenditures of Federal Award, the following steps will be taken:
1. The Finance Department will develop the property identifying revenue and
expenditure accounts for each grant.
2. The City department receiving the grant is solely responsible for monitoring the
grants and complying with all grant requirements. Request for reimbursement
of grant proceeds will be filed at least quarterly and more frequently if required
by the grantor. Copies of the reimbursement request will be provided to the
Finance Department at the same time as the request for reimbursement is
submitted to the grantor.
3. For accounting and reporting proposes, a grant is considered active from its
effective date until all advances/reimbursements are received, all expenditures
have been made, all grant requirements have been satisfied, and all required
audits are complete. A grant may be considered active even though there are no
financial transactions during the fiscal year.
4. The grant will not be closed until the department responsible for the grant
notifies the Finance Department to close all accounts associated with the grant.
